A regular meeting of the Cypress City Council was called to order at 7:00 p.m. by Mayor Yarc in the Council Chambers, 5275 Orange Avenue, Cypress, California. INVOCATION The invocation was given by Pastor Mike McKay, Cypress Church. Dave Steffan, O.C. Fire Authority Division Chief, spoke regarding the Spark of Love toy donation, and accepted donations from the City Council. SPECIAL ORDER OF BUSINESS Item No. 1: Adopt Resolution Declaring the Results of the November 8, 2016 General Municipal Election The City Clerk provided background information on this item. It was moved by Mayor Pro Tem Morales and seconded by Council Member Peat , that the City Council adopt the Resolution declaring the results of the November 8, 2016 General Municipal Election. The motion was unanimously carried by the following roll call vote: AYES: 5 COUNCIL MEMBERS: Berry, Johnson, Peat, Morales and Yarc NOES: 0 COUNCIL MEMBERS: None ABSENT: 0 COUNCIL MEMBERS: None Resolution No. 6600 A Resolution of the City Council of the City of Cypress, California, Reciting the Fact of the General Municipal Election Held on November 8, 2016, Declaring the Result and Such Matters as Provided by Law CITY COUNCIL MINUTES PRESENTATIONS The City Clerk presented Certificates of Election and Administered the Loyalty Oath to newly - elected Council Members Rob Johnson and Marielien Yarc. DECEMBER 12, 2016 271 ORAL COMMUNICATIONS (Limited to 30 minutes — three minutes per speaker, unless extended by the City Council) Pat and Roberta O'Toole, Cypress, spoke regarding the Buddy Box Program and the Veterans Recognition picnic, and thanked the City Council for its support. Laura Hearn, Cypress Library, spoke regarding Operation Santa Claus and upcoming events and activities. Kirk Saylor, Cypress, spoke regarding the proposed pawn shop on Valley View Street. The City Manager indicated that the proposed pawn shop was discussed at the regular City Council meeting of November 28, and that the matter was continued to a future City Council meeting in either January or February 2017. He stated that the pawn shop should not be open for business until the permits are approved by the City Council. CONSENT CALENDAR All matters listed on the Consent Calendar are to be approved with one motion unless a Council Member requests separate action on a specific item. It was moved by Council Member Berry and seconded by Council Member Johnson, to approve Consent Calendar Item No. 2. The motion was unanimously carried by the following roll call vote: AYES: 5 COUNCIL MEMBERS: Berry, Johnson, Peat, Morales and Yarc NOES: 0 COUNCIL MEMBERS: None ABSENT: 0 COUNCIL MEMBERS: None Item No. 2: Approve 2017 City Council Meeting Schedule Recommendation: Approve the 2017 City Council meeting schedule. NEW BUSINESS Mayor Yarc thanked her fellow City Council Members, the City Attorney, and City staff for their service and support. Item No. 3: City Council Reorganization The City Clerk opened the nominations for Mayor. Council Member Johnson moved and Council Member Peat seconded the motion to nominate Mayor Pro Tem Morales for the office of Mayor. Mayor Pro Tem Morales was unanimously elected Mayor by the following roll call vote: AYES: 5 COUNCIL MEMBERS: Berry, Johnson, Peat, Morales and Yarc NOES: 0 COUNCIL MEMBERS: None ABSENT: 0 COUNCIL MEMBERS: None The City Clerk then asked for nominations for the office of Mayor Pro Tem. Council Member Johnson moved and Mayor Morales seconded the motion to nominate Council Member Peat for the office of Mayor Pro Tem. 2 CITY COUNCIL MINUTES DECEMBER 12, 2016 272 Council Member Peat was unanimously elected Mayor Pro Tem by the following roll call vote: AYES: 5 COUNCIL MEMBERS: Berry, Johnson, Yarc, Peat and Morales NOES: 0 COUNCIL MEMBERS: None ABSENT: 0 COUNCIL MEMBERS: None Mayor Morales spoke regarding his service on the City Council, the privilege of being selected Mayor, and his goals and commitment to the City. He thanked his family for their love and support. Mayor Pro Tem Peat congratulated his fellow Council Members and outgoing Mayor Yarc on a successful year, and spoke regarding an encouraging upcoming year. At 7:29 p.m., the Mayor recessed the meeting. The meeting reconvened at 7:40 p.m. Item No. 4: Recognition of Mayor Marielien Yarc Mayor Morales presented a plaque to outgoing Mayor Marielien Yarc. ADJOURNMENT Mayor Morales adjourned the meeting in memory of Seth Steelman, at 8:00 p.m. to an adjourned Regular Meeting, to be held on Monday, January 9, 2017, beginning at 5:30 p.m. in the Executive Board Room.
