RESOLUTION NO. 4205
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS APPROVING
CONDITIONAL USE PERMIT NO. 92 -17 - WITH CONDITIONS.
THE CITY COUNCIL OF THE CITY OF CYPRESS HEREBY FINDS,
RESOLVES, DETERMINES, AND ORDERS AS FOLLOWS:
1. That an application was filed for a conditional use permit in accordance with
the provisions of Section 17.2 of the Zoning Ordinance of the City of C ress to operate a
youth services center located at 10161 Moody Street, in the PS Public Semi- Public Zone.
2. That the City Council, after proper notice thereof, duly held a public hearing
on said application as provided by law.
3. That the City Council hereby finds that:
a. The proposed location of the conditional use is in accord with the
objectives of the Zoning Ordinance and the purpose of the zone in which the site is
located is:
Intended to permit adequate identification of areas reserved and
developed for public uses other than street rights -of -way, to provide for
expansion of their operations or change in use, and to identify and
preserve areas of historic and community significance for the
enjoyment of future generations.
b. The proposed location of the conditional use and the conditions under
which it would be operated or maintained will not be detrimental to the public
health, safety or welfare or be materially injurious to properties or improvements in
the vicinity in that:
(1) The operation of a youth services center is consistent with the
purpose and intent of the General Plan and zoning designations of PS
Public /Semi- Public.
(2) The project provides needed community services, including
recreational, educational and social programs for youth and families.
(3) The project site meets minimum required standards for access
and onsite parking.
(4) The project facility, subject to the conditions of approval, will
be compatible with surrounding residential uses, and will not be detrimental
to the public health, safety and welfare.
c. The proposed conditional use will comply with each of the applicable
provisions of the Zoning Ordinance except for approved variances or adjustments.
NOW, THEREFORE, BE IT FURTHER RESOLVED that the City Council of the
City of Cypress does hereby approve Conditional Use Permit No. 92 -17, subject to the
conditions attached hereto as Exhibit "A."
PASSED AND ADOPTED by the City Council of the City of Cypress at a regular
meeting held on the 14th day of June , 1993.

EXHIBIT "A"
CONDITIONAL USE PERMIT NO. 92 -17
CONDITIONS OF APPROVAL
1. This conditional use permit is approved for the purpose of youth service and
recreational program activities only. Bingo games or any similar games of chance are
not permitted. Should the applicant wish to conduct bingo games onsite, those
activities shall be subject to a separate licensing permit processed through the
Cypress Police Department. Any other special events onsite will be subject to a City
approved Temporary Use Permit.
2. Any expansion or modification of the approved use beyond what is approved as part
of Conditional Use Permit No. 92 -17 will require an amendment to the conditional
use permit.
3. Adult supervision (over 21 years of age) shall be maintained on the business premises
at all times.
4. Within forty -eight (48) hours of the approval of this project, the applicant /developer
shall deliver to the Planning Department a check payable to the County Clerk in the
amount of Twenty -Five Dollars ($25.00) County administrative fee, to enable the City
to file the Certificate of Fee Exemption in accordance with Fish and Game Code
Section 753.5 with the Notice of Determination required under Public Resources
Code Section 21152 and Title 14 of the California Code of Regulations. If, within
such forty -eight (48) hour period, the applicant /developer has not delivered to the
Planning Department the check required above, the approval for the project granted
herein shall be void.
5. The subject building located at 10161 Moody Street shall be improved to meet all
applicable requires of the Orange County Fire Department requirements as specified
in the April 22, 1993 letter, included as Attachment 1 to this Exhibit. In addition,
the building shall satisfy all requirements of the Cypress Building Official as specified
in the May 5, 1993 memo, included as Attachment 2 to this Exhibit.
The City, in cooperation with the applicant and the Orange County Fire Department,
shall establish a schedule for all necessary improvements and installation of
equipment.
6. Should substantial complaints be received, this conditional use permit may be
modified and /or revoked, subject to a public hearing.

and has found it unacceptable, and cannot approve it until the following corrections have been
made. The items listed under "FIRE DEPARTMENT NOTES" shall be noted verbatim in blue
line print on the cover sheet. All others are ADDITIONS or CORRECTIONS to issues that
occur through out the submittal.
FIRE DEPORTMENT NOTES
* Fire Dept. final inspection required. Schedule inspections two days in advance. Phone #
(714) 821 -7850.
* Locations and class of fire extinguishers to be approved by the fire inspector.
* Storage, dispensing or use of any flammable/combustible liquids, flammable and compressed
gases, and other hazardous materials shall comply with Uniform Building and Uniform Fire
Code regulations.
* Drapes and other decorative materials shall be flame retardant. Certification thereof shall be
provided. Exits, exit signs, fire alarm stations, hose cabinets and extinguisher locations shall
not be concealed by decorative material.

* "EXIT" signs shall be self - luminous type or electrically illuminated and energized from
separate circuits, one of which shall be from storage batteries or an on -site generator.
* Emergency exit path illumination shall be provided from storage batteries or an on -site
generator. Show on floor /electrical plans.
* Panic hardware shall be provided on the rear exit door. Show details on door schedule.
* The rear corridor shall be of one -hour construction per CBC /UBC Sec. 3305.
* Landings per Title 24, CCR, Chapter 33 shall be provided for all exits.
* Storage and janitor closets shall be of one -hour construction with all openings protected with
1 hoar rated self- closing and latching assemblies.
As complete a review as possible has been done on your submittal, however based on the
corrections above we expect significant changes to occur in your design that will require another

After reviewing the submittal of the proposed floor plan for the
remodel of the Boy's & Girl's Club, the following findings have
been made in regards to the occupancy of the building:

In concurrence with Steve Cobb, OCFD, the "Teen Room" must have a
more detailed description of the use to be able to use the occupant
load factor of 15 sq.ft. per occupant. In using this factor, the
second exit would be unnecessary.
In classifying the entire building as an A -3 occupancy, the rear
corridor must be constructed as a one -hour fire - resistive corridor.
Panic hardware shall be provided on the rear exit door.
The storage and janitor closets shall also be of one -hour
construction with all openings protected with one -hour rated self -
closing and latching assemblies.
Provide exit signage at all exit doors. Emergency exit path
illumination shall also be provided at both exit doors. Show this
information on the floor /electrical plans.

An occupany capacity sign, with minimum one -inch letters and
numbers, shall be posted near the main exit. The sign shall have
contrasting color from the background to which it is attached.

Seven square feet per person for the Entry /Game Room, (2065
sq.ft. /295 Occupant Load).

OCCUPIED" sign, with minimum one inch letters, shall be provided
adjacent to the main exit /entry door.
Show size and location of address numbers on building elevation to
be minimum 6 inches high on a background which contrasts with the
color of the numbers and plainly visible from the street.
The facility must be handicapped accessible per the California
Administrative Code. This will include the remodel of the
restrooms to meet State accessibility requirements.
The abovementioned conditions are based on a preliminary review of
the Boy's and Girl's Club building floor plan. These conditions
are required per the Uniform Building Code and shall not be
construed to be a part of any other department requirements.
This information shall be made available to the applicant for use
in the further preparation of their plans as they move through the
permitting process. If you need any further information, please
