Resolution No. 6615144 RESOLUTION NO. 6615 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS, APPROVING THE CITY'S PARTICIPATION IN THE HOUSING AND COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME PROGRAMS WITH THE COUNTY OF ORANGE THE CITY COUNCIL OF THE CITY OF CYPRESS HEREBY FINDS, RESOLVES, DETERMINES, AND ORDERS AS FOLLOWS: WHEREAS, it is the intent of the City of Cypress to participate in the filing of applications with the County of Orange for grants authorized under the Housing and Community Development Act of 1974 for the purpose of undertaking eligible housing and community development activities; and WHEREAS, the Housing and Community Development Act of 1974 authorizes cities under 50,000 population to enter into cooperation agreements with the county in which they are located in order to be included as part of the Urban County CDBG and HOME Programs; and WHEREAS, the City of Cypress and the County of Orange did enter into a Cooperation Agreement dated July 1, 2005, to facilitate the City's participation in the Urban County CDBG and HOME Programs for the three year period covering Fiscal Years 2006 -2007, 2007 -2008, and 2008 -2009; and WHEREAS, said Cooperation Agreement included a provision for the automatic extension for an additional three year period spanning Fiscal Years 2009 -2010, 2010- 2011, and 2011 -2012, subject to adoption of any required amendment(s) necessary to facilitate the extended agreement term; and WHEREAS, on July 16, 2008, the City of Cypress and the County of Orange entered into Amendment One to the Cooperation Agreement to facilitate said three year extension; and WHEREAS, Amendment Two to the Cooperation Agreement was entered into on July 1, 2012 to extend the City's participation in the Urban County CDBG and HOME Programs for an additional three year period spanning Fiscal Years 2012 -2013, 2013- 2014, and 2014 -2015; and WHEREAS, Amendment Three to the Cooperation Agreement was entered into on July 1, 2015 to extend the City's participation in the Urban County CDBG and HOME Programs for an additional three year period spanning Fiscal Years 2015 -2016, 2016- 2017, and 2017 -2018; and WHEREAS, Amendment Four to the Cooperation Agreement has been prepared to further extend the City's participation in the Urban County CDBG and HOME Programs for an additional three year period spanning Fiscal Years 2018 -2019, 2019 -2020, and 2020- 2021; and WHEREAS, the Federal Government requires participating cities to assure that the funds will be obtained and utilized pursuant to applicable Federal, State, and !o ;a? :aws and regulations relative to the Community Development Block Grant and HOME Programs; and WHEREAS, it is necessary that the City adhere to the Housing Assistance Plan as approved by the U.S. Department of Housing and Urban Development for the Urban County Community Development Block Grant and HOME Programs. NOW, THEREFORE, BE IT FURTHER RESOLVED, that the City Council of the City of Cypress does hereby adopt Amendment Four to the Cooperation Agreement extending the Agreement term for an additional three year period, from July 1, 2018 to June 30, 2021 and authorizes the City Manager and /or his designee(s) to sign Amendment Four on behalf of the City Council. 145 PASSED AND ADOPTED by the City Council of the City of Cypress at a regular meeting held on the 22nd day of May 2017.
