A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
AND ACTING AS EX- OFFICIO GOVERNING BOARD OF DIRECTORS OF THE
CYPRESS RECREATION AND PARK DISTRICT AMENDING RESOLUTION NO. 6589
ESTABLISHING SALARY RANGES FOR MID - MANAGEMENT POSITIONS
WHEREAS, the Personnel Rules and Regulations of the City of Cypress require that
salary range adjustments are to be approved by Resolution of the City Council, and as
acting as ex- officio Board of Directors of the Cypress Recreation and Park District; and
WHEREAS, the City is reorganizing its departmental structure and the associated
duties assigned to certain Mid - Management positions; and
WHEREAS, the City is eliminating the classification of Human Resources Manager
and establishing the classification of Human Resources Administrator.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cypress,
and acting as ex- officio Board of Directors of the Cypress Recreation and Park District, that
the salary ranges for positions classified as Mid - Management shall be approved as follows:
A. Monthly Salary Ranges effective June 16, 2017. Monthly salary ranges shall be
as follows:

DESCRIPTION
Under the direct supervision of the Director of Finance and Administrative Services, plan,
coordinate, administer and manage the programs and services of the Human Resources
Division.
EXAMPLES OF DUTIES AND RESPONSIBILITIES
Duties and responsibilities may include, but are not limited to, the following:
Assist in planning, developing and implementing division goals, objectives, policies and
procedures.
Oversee recruitment and selection activities to ensure City -wide consistency and
conformance to Federal and State laws and regulations.
Oversee the City's workers' compensation program and serve as the liaison to the City's
Third -Party Administrator (TPA).
Assist in the development and coordination of the budget for the Human Resources
Division; monitor and approve expenditures.
Interact with insurance adjusters, legal counsel, underwriters and vendors to ensure the
appropriate level of City response to issues.
Monitor the efficiency and effectiveness of human resources programs.
Develop, analyze and respond to salary and benefit surveys.
Participate in the development or revision of class specifications.
Supervise, train, motivate and evaluate the work of assigned staff.
Conduct research on a variety of personnel issues, analyze and compile data, and develop
recommendations.
Assist in advising departments on employee relations practices and disciplinary matters.
Provide assistance in negotiations with employee bargaining groups.
Prepare staff reports and other necessary correspondence.
Provide responsible assistance to the Director of Finance and Administrative Services
Director as required.
Attend and participate in professional group meetings.
Perform other duties and responsibilities as assigned.

cooperatively with co- workers, members of the supervisory/management team, City staff,
other agencies and the community; deliver outstanding internal and external customer
service; communicate effectively, orally and in writing, with the public and fellow
employees; solve problems and support the City's mission, policies, goals and objectives.

QUALIFICATIONS
Knowledge of: Principles and practices of public personnel administration, including
methods and techniques used in employee relations and contract negotiations; recruitment
and selection, classification, salary administration, training and safety, and benefits
administration; applicable Federal, State and local laws, regulations, ordinances, policies
and legal precedents governing public personnel management and occupational health
and safety, including workers' compensation; municipal budget preparation and
administration; contract administration principles and practices; basic supervisory and
performance evaluation principles and practices.
Ability to: Understand, interpret and apply Federal, State and local policies, laws and
regulations; supervise, plan, assign and evaluate the work of assigned staff; analyze
personnel problems, exercise independent judgment in the advisement and effective
solution of personnel problems; understand, interpret and apply City personnel rules and
regulations and provisions of Memorandums of Understanding; establish and administer
Division goals and objectives; stay abreast of new trends and innovations in the field of
personnel management, employee occupational hazards and safety, and workers'
compensation.
Experience and Education: A Bachelor's degree in Human Resources Management,
Business Administration, Public Administration or a related field from an accredited college
or university and four years of broad and progressively responsible experience in human
resources and risk management. Public sector experience is preferred.
License /Certification: Possess and maintain a valid California driver license.
Physical Tasks and Environmental Conditions: Ability to maintain physical condition
necessary for sitting or standing for prolonged periods of time; input data into computer for
prolonged periods of time; hear and speak to City staff and others on the phone or in
person; read reports and other records; and read from a computer terminal. Work is
performed primarily indoors in a controlled office environment. Exposures to computer
glare and vibrations and pitch of computer and other office equipment.
