Resolution No. 6622186 RESOLUTION NO. 6622 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS AND ACTING AS EX- OFFICIO BOARD OF DIRECTORS OF THE CYPRESS RECREATION AND PARK DISTRICT, REVISING THE CLASS SPECIFICATION OF COMMUNITY OUTREACH OFFICER AND RECLASSIFYING TO FULL -TIME AND AMENDING RESOLUTION NO. 6455 TO ADD THE CLASSIFICATION OF COMMUNITY OUTREACH OFFICER TO THE CYPRESS EMPLOYEES' ASSOCIATION MEMORANDUM OF UNDERSTANDING WHEREAS, the Personnel Rules and Regulations of the City of Cypress require that amendments or revisions to the Position Classification Plan be approved by Resolution of the City Council, and as acting as ex- officio Board of Directors of the Cypress Recreation and Park District; and WHEREAS, the class specification for Community Outreach Officer shall be amended and that the position be reclassified to full -time and added to the Cypress Employees' Association (CEA) Memorandum of Understanding effective July 1, 2017; and WHEREAS, the City met and conferred with the CEA and the CEA had no objections to the effects of adding the classification of Community Outreach Officer to the bargaining group; and WHEREAS, it has been determined that the salary range for the position shall be as follows: POSITION A SALARY RANGE (Per Month /Hr) B C D E Community Outreach $4,376 $4,597 $4,825 $5,066 $5,319 Officer 25.2462 26.5212 27.8365 29.2269 30.6865 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Cypress, and acting as the ex- officio Board of Directors of the Cypress Recreation and Park District, does hereby adopt the revised class specification for Community Outreach Officer and thereby amending the Cypress Employees' Association Memorandum of Understanding. EXAMPLES OF DUTIES AND RESPONSIBILITIES Duties and responsibilities may include, but are not limited to, the following: Implement, plan and develop comprehensive instruction and marketing, special events and departmental promotion for the P.A.C.E program. This includes developing brochures, newsletters and promotional flyers, maintaining social media content, and issuing press releases. Plan, coordinate and organize special community events as they relate to community outreach. Meet with public groups, clubs and organizations to promote P.A.C.E, activities and various programs that encourage community participation. Act as a liaison between the Police Department and school district staff, local neighborhoods, business members and /or the media. Prepare written reports and correspondence and conduct oral presentations. Assist in budget preparation. May conduct research on crime trends and assist with and /or coordinate various crime prevention activities. May work with and /or coordinate activities of the Department's Volunteer in Policing (VIP) Program. May conduct background investigations on VIP applicants. May assist or serve as the media relations officer. Perform other related duties as required. Expectations: Establish and maintain effective working relationships and work cooperatively with City staff, elected officials, other agencies and the community; deliver outstanding internal and external customer service; communicate effectively, orally and in writing, with the public and fellow employees; solve problems and support the City's mission, policy, goals and objectives. QUALIFICATIONS Knowledge of: Techniques required to educate elementary school students; current trends in internet safety, social media and prevention programs in the following areas: peer pressure, bullying, violence and drug abuse. Ability to: Independently plan, coordinate and organize the principles of the P.A.C.E. program; work with children from a wide range of cultural backgrounds and handle classroom situations with fairness and patience; establish and maintain effective working relationships with co- workers, school district staff, business members and the community, which will include elementary school students and potentially other grade Community Outreach Officer Page 2 levels in the future; develop and maintain harmonious public relations; understand administrative policies and procedures and work within them; work with a variety of software programs; safely coordinate community outreach programs. Experience and Education: A high school diploma or G.E.D. supplemented by courses from an accredited college /university in Criminal Justice, Early Childhood Education, Sociology or a related field and experience working for a law enforcement agency. An Associate's degree in a related field is highly desirable. License /Certification: Possess and maintain a valid California driver license. PHYSICAL TASKS REQUIRED AND ENVIRONMENTAL CONDITIONS for all positions include, but are not limited to, the following: Ability to: Perform various tasks for extended periods of time requiring physical static and dynamic strength, stamina, dexterity and endurance, flexibility and speed of limb movement, whole body coordination and equilibrium, finger dexterity, near and far vision acuity, peripheral vision, and hearing which includes standing, walking, extending a leg or arm, twisting, bending, sitting, pushing, pulling, reaching, lifting and carrying approximately twenty -five (25) pounds in weight, feeling; hearing and speaking, read and write instructions, reports, logs, and observe program activities. Exposure to: direct sunlight, heat, humidity, rain, wind, and cold while working outdoors; low to moderate noise levels from program participant activities, including related equipment; and infectious childhood diseases. 188
