RESOLUTION NO. 6623
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
AND ACTING AS EX- OFFICIO BOARD OF DIRECTORS OF THE CYPRESS
RECREATION AND PARK DISTRICT, ESTABLISHING THE PART -TIME
CLASSIFICATION OF INVESTIGATIVE ASSISTANT I /II, MODIFYING THE CITY'S
CLASSIFICATION PLAN AND ESTABLISHING COMPENSATION FOR THE
PART -TIME CLASSIFICATION OF INVESTIGATIVE ASSISTANT I /II BY ADDING
THE POSITION TO THE TEMPORARY PART -TIME AND SEASONAL
EMPLOYEES HOURLY PAY RANGE SCHEDULE
WHEREAS, the Personnel Rules and Regulations of the City of Cypress require
that amendments or revisions to the Position Classification Plan be approved by
Resolution of the City Council, and as acting as ex- officio Board of Directors of the
Cypress Recreation and Park District; and
WHEREAS, it has been determined the Police Department will benefit from the
addition of part-time civilian staff to provide support to the Special Investigations Unit
and perform other duties as described in the attached classification specification; and
WHEREAS, the position of Investigative Assistant I /II shall be non - represented and
classified as Temporary Part-Time and shall be eligible for step increases as outlined in
the City of Cypress Temporary Part-Time and Seasonal Employees Hourly Pay
Ranges.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Cypress, and acting as the ex- officio Board of Directors of the Cypress Recreation and
Park District, does hereby adopt the class specification for the position of Investigative
Assistant I /II and approve the established compensation, thereby amending the City's
Position Classification Plan.
PASSED AND ADOPTED by the City Council of the City of Cypress, and acting
as ex- officio Board of Directors of the Cypress Recreation and Park District, at a regular
meeting held on the 12th day of June, 2017.

INVESTIGATIVE ASSISTANT I /II
Police Department (Part-Time)
FLSA Designation: Non - Exempt
DESCRIPTION
Under the general supervision of a Detective or Investigations Supervisor, provide
assistance and support in the technical and investigative work associated with civil and
criminal cases.
Investigative Assistant I: At this level, incumbents are not yet able to perform the full
range of duties assigned to the classification without immediate supervision.
Investigative Assistant II: Appointment to this level requires a greater degree of
knowledge and experience with permitting and plan reviews. The incumbent can
perform the full range of duties assigned to the classification with limited supervision.
EXAMPLES OF DUTIES AND RESPONSIBILITIES
Duties and responsibilities may include, but are not limited to, the following:
Track and review planning permits which include, but is not limited to: Alcohol Beverage
Control (ABC), Conditional Use Permit (CUP), and Crime Prevention Through
Environmental Design (CPTED).
Perform stationary surveillance as it relates to permits. Accompany Detectives on
moving surveillance, serving as the scribe and running queries.
Enter, maintain, retrieve and compile information using the computerized Records
Management System and other local, state and federal databases.
Assist with downloading photographic evidence onto the department's Digital Imaging
Management System (DIMS).
Assist with maintaining records on case assignments and disposition. Update case
status requests from the Detectives and /or the Investigative Supervisor.
Transport evidence to and from the County Crime Lab and inventory evidence used in
investigative cases. Assist with processing DNA samples.
Prepare reports and maintain a variety of records, logs and files.
Perform other related duties as required.
Expectations: Establish and maintain effective working relationships and work
cooperatively with City staff, elected officials, other agencies and the community; deliver
outstanding internal and external customer service; communicate effectively, orally and
in writing, with the public and fellow employees; solve problems and support the City's
mission, policy, goals and objectives.
QUALIFICATIONS
Knowledge of: Microsoft Office Suite applications and programs.
Ability to: Utilize automated online systems to collect and /or verify information; analyze
and evaluate facts, statements and other information; draw logical conclusions and
make appropriate recommendations; utilize and interpret City ordinances, penal and
vehicle codes, police reports, CLETS /NCIC /CJIS /NICB information, warrants,
victim /witness statements; maintain a high level of confidentiality.

Experience and Education
Investigative Assistant I: A high school diploma or G.E.D and two years of experience
involving extensive public contact, preferably in a police department or similar agency.
An Associate's degree in Criminal Justice, Criminology or a related field is highly
desirable.
Investigative Assistant II: A high school diploma or G.E.D and two years of
experience working in a police department responsible for permitting, plans reviews,
records management or other related functions. An Associate's degree in Criminal
Justice, Criminology or a related field is highly desirable.
License /Certification: Possession of a valid California driver license.
Physical Tasks and Environmental Conditions: Ability to maintain physical condition
necessary for this position which includes: sitting or standing for prolonged periods of
time; walking, turning, twisting, bending, pushing, crouching, dragging, pulling, climbing;
reaching above or below shoulder level to retrieve records, reports and property from
files, shelves and storage areas; input data into a computer for prolonged periods of
time; hear and speak to those encountered in the performance of duties on the phone or
in person; read reports and other records. Work is performed outdoors and indoors in a
controlled office environment. May be occasionally exposed to hazardous materials
being stored in evidence storage areas. Exposures to computer glare and vibrations
and pitch of computer and other office equipment; direct sunlight, heat, humidity, rain,
and cold while working outdoors, and noises such as, but not limited to, sirens, alarms,
vehicular traffic, gunfire, and radio communication equipment. May frequently lift and
carry up to 40 pounds.
