RESOLUTION NO. 3615
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
APPROVING AMENDMENT TO CONDITIONAL USE PERMIT NO. 89 -13 - WITH CONDITIONS.
THE CITY COUNCIL OF THE CITY OF CYPRESS HEREBY FINDS, RESOLVES,
DETERMINES, AND ORDERS AS FOLLOWS:
1. That an application was filed for a conditional use permit in
accordance with the provisions of Section 17.2 of the Zoning Ordinance of the
City of Cypress to request an extension of a conditional use permit for a
church facility located at 4872 Bishop Street which was originally issued by
the County of Orange. This application includes the use of two temporary
trailers /noncommercial coaches, one to be used as a church meeting room and
the other as classrooms.
2. That the City Council, after proper notice thereof, duly held a
public hearing on said application as provided by law.
3. That the City Council hereby finds that:
a. The proposed location of the conditional use is in accord with
the objectives of the Zoning Ordinance and the purpose of the zone
in which the site is located is:
Intended to provide appropriately located areas for
establishments catering primarily to highway travelers,
visitors to the city of such businesses or uses where
direct access to major arterial highways is essential or
desirable for their operation. In addition, a Lincoln
Avenue combining zone is included in the zoning
regulations to promote a revitalization of the commercial
areas on Lincoln Avenue, and thereby enhance the economic
base of the city, to improve the image of the city by
providing an aesthetically pleasing environment along
Lincoln Avenue, and to expand opportunities for the
development of identified deep lots by providing a means
for the establishment of a variety of urban uses in
conjunction with commercial projects.
b. The proposed location of the conditional use and the conditions
under which it would be operated or maintained will not be detrimental
to the public health, safety or welfare or be materially injurious to
properties or improvements in the vicinity in that:
(1) The proposed church is a permitted land use within the
CH -LC Commercial Heavy - Lincoln Combining Zone, subject to a
conditional use permit.
(2) The church facility is compatible with adjacent
residential uses.
(3) The church uses and hours of operation do not pose any
negative effects on the public health, safety and welfare.
c. The proposed conditional use will comply with each of the
applicable provisions of the Zoning Ordinance except for approved
variances or adjustments.
NOW, THEREFORE, BE IT FURTHER RESOLVED that the City Council of the City
of Cypress does hereby approve Conditional Use Permit No. 89 -13, subject to
the conditions attached hereto as Exhibit "A ".
PASSED AND ADOPTED by the City Council of the City of Cypress at a
regular meeting held on the 28th day of Augus 1989.

CONDITIONS OF APPROVAL
CONDITIONAL USE PERMIT NO. 89 -13
1. This conditional use permit extension for the use of the
temporary coaches shall become void two years from the date
of approval.
If the applicant wishes to remain onsite beyond that two year
period, the following requirements shall apply:
a) Prior to the expiration date, church representatives
shall submit plans and receive approval of a conditional
use permit for a permanent sanctuary and associated
structures in full compliance with City Code.
b) If a conditional use permit is approved for a permanent
facility, building permits must be issued and
construction underway within one year from the approval
date of the conditional use permit, or the conditional
use permit will expire.
2. No additional changes shall be made to the existing property
which would create further violations of the City Code. This
includes illegal structures or land uses.
3 The church facility shall operate in harmony with surrounding
uses. Should complaints be received by the Planning
Department, the City Council reserves the right to reopen the
public hearing, and modify conditions of approval or revoke
the conditional use permit.
