Resolution No. 3676RESOLUTION NO. 3676
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
IN SUPPORT OF ALTERNATE METHODS OF ERADICATING
THE MEDITERRANEAN FRUITFLY.
WHEREAS, the latest infestation of the Mediterranean Fruitfly is
cause for great alarm; and
WHEREAS, the State of California's Department of Food and
Agriculture is the responsible agency charged with eradicating this
insect; and
WHEREAS, in the past, the State has pursued several tactics,
including the aerial spraying of Malathion, the quarantining of food
products, and releasing sterile Mediterranean Fruitflies; and
WHEREAS, due to the lack of sterile flies, the aerial spraying of
Malathion has become the tactic employed by the State; and
WHEREAS, although aerial sprayed Malathion is considered one of
the safest methods, it also exposes the insecticide to other insects,
animals and people, causing concern among many of the residents; and
WHEREAS, the primary concern of the Cypress City Council is the
health and well -being of its citizens.
NOW, THEREFORE, the City Council of the City of Cypress DOES
HEREBY FIND, DETERMINE AND RESOLVE as follows:
1. That, although the Council recognizes the safety associated
with aerial spraying, and the potential economic and health risks
associated with failure to address the problem, the Cypress City
Council respectfully urges the State of California and the Department
of Food and Agriculture to reassess its long -term plan of aerial
spraying of Malathion and reexamine other alternatives which may ease
the concern of our residents, including the stepped -up production of
sterile Medflys and the use of natural Medfly enemies, if available, as
well as ground spraying.
2. Primarily, the Council wishes to convey to the State that,
while we understand the severity of the problem and the apparent lack
of sterile flies from which to mount an effective alternative campaign,
we, nonetheless, wish to urge a reexamination of strategies dismissed
and the exploration of other alternatives.
PASSED AND ADOPTED by the City Council of the City of Cypress at a
regular meeting held on the 22nd day of January 1990.
