A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
COMMENDING NANCY JEAN LEONARD FOR HER SERVICE
TO THE CITY OF CYPRESS.
WHEREAS, Nancy Jean Leonard began her career with the City
of Cypress on March 4, 1985 when she was appointed to the
position of Assistant to the City Manager /Employee Relations; and
WHEREAS, Nancy, a native of New York, graduated from Hope
College in Holland, Michigan, with a BA Degree in
English /Communications; and continued her education at the San
Diego State University majoring in Public Administration before
obtaining her Master's Degree in Public Administration from the
California State University, Fullerton, in 1987; and
WHEREAS, prior to being employed by the City of Cypress,
Nancy was Personnel Analyst for the City of Orange from May 1980
to February 1985; served in a similiar position for the City of
Culver City in July 1979 to May 1980; and was employed by
National City in San Diego County as an Administrative Analyst in
March 1977 to July 1979; and
WHEREAS, Nancy served as Vice President of the Southern
California Personnel Management Association (SCPMA) in 1985/86
and has actively participated in the Municipal Management
Assistants of Southern California, the SCPMA monthly program and
annual conference committee, the Legislative Committees of the
Orange County League of California Cities and the Cypress Chamber
of Commerce, and currently serving as Chairperson of the
International Personnel Management Association's Western Region
Annual Conference to be held in April 1990, in Long Beach; and
WHEREAS, Nancy initiated the annual Employees Service Awards
and Luncheon Program which recognizes employees' service to the
City in December of each year that has improved employee morale,
and also spearheaded the 1987 United Way campaign for the City;
and
WHEREAS, Nancy assumed many of the duties of the Assistant
City Manager during his absence and was appointed as Acting
Assistant City Manager in August 1989; and
WHEREAS, on March 2, 1990, Nancy resigned her position at
the City to pursue other endeavors and to devote more time to her
home life.
NOW, THEREFORE, BE IT RESOLVED that the Cypress City Council
does hereby commend NANCY JEAN LEONARD for her service to the
City of Cypress and extends sincere Best Wishes for the future.
PASSED AND ADOPTED by the City Council of the City of
Cypress at a regular meeting held on the 26th day of March 1990.
