RESOLUTION NO. 1601
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
OPPOSING PROPOSITION A AND SUPPORTING PROPOSITION B
IN THE FORTHCOMING ELECTION TO BE CONDUCTED IN THE
GARDEN GROVE UNIFIED SCHOOL DISTRICT AREA ON THE 27TH
OF MAY, 1975; AND, INSTRUCTING THE CLERK OF THE COUNCIL
TO MAKE AVAILABLE COPIES OF THIS RESOLUTION TO CYPRESS
RESIDENTS WHO RESIDE WITHIN THE BOUNDARIES OF THE GARDEN
GROVE UNIFIED SCHOOL DISTRICT.
WHEREAS, voters who reside within the boundaries of the Garden
Grove Unified School District will be asked in an election to be
conducted on May the 27th, 1975, to decide whether they wish to
voluntarily join the Coast Community College District; or, to allow
the State of California to assign them to a nearby community college
district; and
WHEREAS, the State of California has already indicated the commu-
nity college district to which Cypress residents would be assigned
in the event, Proposition A fails or Proposition B succeeds,to be
the North Orange County Community College District; and
WHEREAS, this Council feels that the residents of Cypress should
be allowed to attend their own local college rather than be required
to travel to the neighboring cities of Costa Mesa or Huntington Beach
to attend a college there; and
WHEREAS, these same Cypress citizens would also be required to
pay an administrative tax override, over and above their normal tax
rate, of 40Q per $100 evaluation for 4 years decreasing to 20Q per
$100 for an additional 6 years, assessed by the Coast Community College
District for the privilege of joining their District; and
WHEREAS, there would be no administrative tax override if assigned
by the State to the local community college district; and
WHEREAS, the local community college district has a lower normal
tax rate than Coast Community College District.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Cypress recommends to the voters of Cypress residing within the
boundaries of the Garden Grove Unified School District to support
Proposition B in the election to be held on May 27, 1975.
BE IT FURTHER RESOLVED that the same voters be recommended to oppose
Proposition A on the same ballot which would deny them the opportunity
to attend their own local community college.
BE IT FURTHER RESOLVED that the Clerk of the Council is hereby
directed to make available this Resolution to the concerned voters,
and any other persons or groups deemed appropriate.
PASSED AND ADOPTED by the City Council of the City of Cypress at a
regular meeting held on the 12th day of May, 1975.
