Resolution No. 1636105 RESOLUTION NO. 1636 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS URGING THE ORANGE COUNTY BOARD OF SUPERVISORS TO RESCIND THEIR ACTION APPLYING FOR JOINT USE AVIATION PURPOSES LOS ALAMITOS NAVAL AIR STATION AND URGING THE DEPARTMENT OF DEFENSE TO REJECT THIS REQUEST. WHEREAS, the Orange County Board of Supervisors on August 19, 1975 directed the County Counsel's office to "immediately formally apply to the Department of Defense for joint use of MCAS El Toro; or NAS, Los Alamitos, or both "; and WHEREAS, the Los Alamitos Naval Air Station is located in a highly urbanized area of Orange County with a population in excess of 150,000 within a 5 -mile radius, all of whom would be adversely affected by any increased air activities at the facility; and WHEREAS, a joint commercial /military airport at Los Alamitos would impair the health, safety and enjoyment of personal property rights; and WHEREAS, on June 30, 1975 the Cypress City Council conducted a public hearing to review proposals being considered by the Airport Land Use Commission for the adoption of an Environs Land Use Plan for the Naval Air Station; and WHEREAS, an overwhelming majority of the 150 people who attended this meeting spoke in opposition to any increased air activities at the Naval Air Station; and WHEREAS, a recently conducted community -wide survey determined that approximately 70% of Cypress residents were opposed to the utiliza- tion of Los Alamitos for jet aircraft operation; and WHEREAS, in 1969 a Cypress based community organization circulated petitions in the west Orange County area voicing strong opposition to jet aircraft at the Naval Air Station and over 10,000 persons signed said petitions; and WHEREAS, the County Board of Supervisors, by initiating this action, encourages jet aircraft operations, blatantly disregards the desires of the citizens of the area; and WHEREAS, a proposed commercial military air facility would have a drastic economic impact on the Cypress community in terms of lost commercial and industrial complexes to the northeast of the Naval Air Station; and WHEREAS, it could cost the taxpayers of Orange County substantially more than $50 million to upgrade the Los Alamitos Naval Air Station and acquire properties for joint use purposes; and WHEREAS, the air transportation needs of this County will still be unresolved as a result of these expenditures; and WHEREAS, a new airport facility could be built in an unurbanized area with less infringement on the safety, welfare and property rights of others; and WHEREAS, the Cypress City Council is committed to a policy of insuring the health, safety, welfare and good environment for the citizens of their community; and 106 WHEREAS, increased operations at the Los Alamitos Naval Air Station would be in direct conflict with this policy. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Cypress that the President of the United States, the United States Senate, the United States House of Representatives, the United States Department of Defense, and the Department of the Navy be informed that the Orange County Board of Supervisors does not reflect the desires of the citizens on this issue and that their request for joint use operations at Los Alamitos Naval Air Station be rejected and to further request the County Board of Supervisors to rescind their request for joint use aviation purposes at the admittedly inadequate facilities at the Los Alamitos Naval Air Station.
