RESOLUTION NO. 3426
RESOLUTION OF THE CITY OF CYPRESS ADOPTING A PROGRAM
OF VOLUNTARY WATER CONSERVATION TO REDUCE WATER
CONSUMPTION BY TEN PERCENT
WHEREAS, because of inadequate rainfall, the State
Department of Water Resources declared 1987 to be a dry year, and
1988 a critically dry year; and
WHEREAS only the existence of water in storage has
prevented the declaration of a drought year, which may,
nevertheless, be subsequently declared if stored water falls
below a critical level; and
WHEREAS, precipitation for the current water year has been
substantially below normal, particularly in the watersheds of the
imported water supplies serving Southern California, insuring
that many communities in the State will suffer water shortages;
and
WHEREAS, the Governor of the State of California has asked
all Californians to conserve water on a voluntary basis; and
WHEREAS, the Metropolitan Water District ( MWD ) of Southern
California, in recognition of the critical water conditions
existing in the State, is considering curtailment of agricultural
water deliveries in 1989; and
WHEREAS, in recognition of the critical water conditions
existing in the State, MWD 's Board of Directors approved a
resolution on the California drought on May 9, 1988; and
WHEREAS, said resolution urges counties, cities, water
retailers, and other appropriate jurisdictions to develop and
implement specific water conservation measures, with a goal of
reducing water use by ten ( 10 ) percent; and
WHEREAS, said resolution requests every city in MWD's
service area to alert its residents and businesses to the
necessity and means of saving water and to carefully monitor
water uses to prevent waste; and
WHEREAS, said resolution further requests every city in
MWD' s service area to develop and implement specific water
conservation measures with a goal of reducing water use by ten
( 10 ) percent; and
WHEREAS, the City of Cypress has the power and authority to
adopt water conservation measures within its boundaries.
NOW, THEREFORE, the City Council of the City of Cypress
does hereby resolve as follows:
SECTION 1. That the City Council of the City of Cypress
authorizes the implementation of a voluntary drought conservation
program, with a goal of reducing water use by ten ( 10 ) percent,
to reduce the risk and severity of water shortages should the
drought continue into 1989.
SECTION 2. That the City of Cypress will:
a. Audit its landscape irrigation systems to maximize
irrigation efficiency, and adjust its sprinklers and
irrigation systems to avoid overspray, runoff and
waste;
b. Not irrigate its landscape during the hot hours of the
day and/or during the morning and evening peak hours,
and will avoid watering on windy days;
c. Minimize water used to flush sewers or hydrants;

d. Not hose down driveways, sidewalks and other paved
surfaces, except for health or sanitary reasons;
e. Retrofit plumbing fixtures with low-flow devices,
except for those fixtures that require high-flow for
health or sanitary reasons;
f. Check faucets, toilets, and pipes, both indoor and
outdoor, and will repair any leaks immediately.
SECTION 3. That the City of Cypress urges its residents
and businesses to:
a. Adjust sprinklers and irrigation systems to avoid
overspray, runoff and waste;
b. Avoid watering during the hot hours of the day and/or
during morning and evening peak hours, and avoid
watering on windy days;
c. Install drought-tolerant trees and plants and
efficient irrigation systems;
d. Shut off decorative fountains unless a water recycling
system is used, except for health or sanitary reasons;
e. Not hose down driveways, sidewalks and other paved
surfaces, except for health or sanitary reasons;
f. Where possible, install pool and spa covers to
minimize water loss due to evaporation;
g. Not allow hoses to run while washing cars, and to use
hoses with automatic shutoff valves;
h. Retrofit indoor plumbing fixtures with low-flow
devices; and
i. Check faucets, toilets, and pipes, both indoor and
outdoor, and repair any leaks immediately.
SECTION 4. That the City of Cypress requests that:
a. Parks, schools and golf courses not water during the
hot hours of the day, during the morning and evening
peak hours, and on windy days; and
b. Restaurants, and other public places where food is
served, serve drinking water to customers only upon
request.
SECTION 5. That the City of Cypress finds that a phased
program, beginning with voluntary measures to reduce consumption,
will best achieve the goal of conserving the water supply without
causing unnecessary adverse economic consequences.
SECTION 6. That, if voluntary measures do not achieve
the goal of a ten ( 10 ) percent reduction in water use, or if ,a
drought condition is declared by the State of California, the
City of Cypress may consider the adoption of a mandatory water
conservation program.
PASSED AND ADOPTED at a regular meeting of the City Council
of the City of Cypress on the 25th day of July, 1988.
