RESOLUTION NO. 3441
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
OPPOSING THE CONSIDERATION OF THE ARMED FORCES RESERVE CENTER
AT LOS ALAMITOS AS A COMMERCIAL AIRPORT IN THE AIRPORT
SITE CONSENSUS PROGRAM FOR ORANGE COUNTY.
WHEREAS, the City of Cypress, along with the other neighboring
communities in West Orange County, consistently voiced its opposition
to any commercial or general aviation use of the Armed Forces Reserve
Center (AFRC) facility; and
WHEREAS, these objections are based on the fact that the facility
is located in a highly urbanized area of Orange County with a
population in excess of 150,000 within a 5-mile radius, all of whom
would be adversely affected by any increased air activities at the
facility; and
WHEREAS, a commercial airport at the AFRC would impair the health,
safety and enjoyment of personal property rights; and
WHEREAS, the proposal for a commercial use of the AFRC would
interfere with the current air traffic serving not only the military
but the adjoining municipal airport at Long Beach; and
WHEREAS, there are significant site constraints, including but not
limited to, the traffic circulation in the general area due to the lack
of north/south streets and the over-burdened east/west circulation
system; and
WHEREAS, this site has proven to be politically unacceptable and
not consistent with other local, county, regional and state planning
guidelines.
NOW, THEREFORE, BE IT RESOLVED that the Cypress City Council
strongly opposes consideration of the Armed Forces Reserve Center at
Los Alamitos as a commercial airport in the Airport Site Consensus
Program for Orange County and urges other West Orange County cities to
join in the opposition to this site.
PASSED AND ADOPTED by the City Council of the City of Cypress at a
regular meeting held on the 12th day of September 1988.
