Resolution No. 101420,. RESOLUTION NO. 1014 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS URGING THE UNITED STATES DEPARTMENT OF THE NAVY TO REJECT ALL PROPOSALS FOR EXPANSION OF THE LOS ALAMITOS NAVAL AIR STATION, LOS ALAMITOS, CALIFORNIA WHEREAS, the City Council of the City of Cypress has been notified that the officials of the Los Alamitos Naval Air Station are preparing plans for the expan- sion of the Naval Air Station which would involve the acquisition of approximately 600 acres of land in the City of Cypress; and WHEREAS, the current operation at this naval facility has been expanded to the extent that the facility, which originally was the reserve training station for propeller -type aircraft, now utilizes the most high - powered naval jets available; and WHEREAS, the Los Alamitos Naval Air Station is located in a highly urbanized area of Orange County with a population in excess of 145,000 within a five mile radius of the Naval Air Station, all of whom are adversely affected by the increased activity at the facility; and WHEREAS, the incompatibility of the facility with the surrounding land uses impairs the health, savety and enjoyment of personal property rights; and WHEREAS, the seven air crashes which have occurred on or near this facility during the past eleven years have resulted in over 50 civilian and military fatalities; and WHEREAS, the proposed expansion of this facility would further encroach upon the lives and property of adjacent residents; and WHEREAS, the proposed acquisition of additional properties in the City of Cypress involves the only industrial tax base which has been reserved by the City for the ultimate balance of the city's economy; and WHEREAS, the estimated annual tax loss to the City of Cypress, if this additional land were to be acquired by the Naval Air Station, would exceed $2 million; and WHEREAS, the expansion plan would eliminate a potential industrial complex which ultimately would provide employment for an estimated 13,320 persons with the resulting benefits to the economy of the entire area, and WHEREAS expansion of the Naval Air Station would also create economic hard- ships on the County, school districts and other taxing agencies in the area; an d WHEREAS, the City of Cypress, the County of Orange, the State of California and several public utility companies have in the past few years expended public funds in excess of $2 million in the area proposed to be acquired by the Naval Air Station for street improvements, sanitary sewers, storm drains, telephone, electrical and other utilities to induce development of the property; and WHEREAS, the announcement of this expansion program has already caused immediate economic loss to the City of Cypress and adjacent property owners since all pending developments have been deferred pending the outcome of the Navy study; and WHEREAS, in addition to these economic losses, it is estimated that the proposed expansion program involving both acquisition of land and expansion of naval facilities would cost in excess of $2 billion; and WHEREAS, a total replacement of this facility in unurbanized areas in close proximity to the existing facility could be accomplished at less cost and with less infringement upon the safety, welfare and property rights of others; and WHEREAS, relocation of this facility would provide lands for needed resi- dential, commercial and industrial development in Orange County, providing homes, employment opportunities and an economic base to lower property taxation in cities, school districts and the County; and WHEREAS, such relocation would produce a return to the Federal Government upon the sale of land alone of an estimated $62,160,000; and WHEREAS, it appears that the President of the United States, as well as a majority of the elected representatives of the United States Congress are committed to policies of assisting urbanized areas and providing housing, employment oppor- tunities and other amenities to improve the living standards of all our citizens; and WHEREAS, the existing and proposed operation at the Los Alamitos Naval Air Station is in direct conflict with this policy. NOW, THEREFORE BE IT RESOLVED by the City Council of theCity of Cypress that the President of the United States, the United States Senate, the United States House of Representatives, the United States Department of Defense, and the United States Department of the Navy be requested to take all necessary actions to halt any proposed expansion of the Los Alamitos Naval Air Station, and further, to institute an immediate study for the purpose of relocating the Los Alamitos Naval Air Station from its present location to other areas presently available, more economical and more suitable for the continued operation of such a facility, thereby producing a great savings for the Federal Government in the operation and maintenance of such a facility and also a great financial return from the disposal of the admittedly inadequate facilities of the Los Alamitos Naval Air Station in its present location.
