RESOLUTION NO. 1094
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
OPPOSING SENATE BILLS 695, 601 AND 941 WHICH INTERFERE
WITH THE RIGHT OF THE LOCAL GOVERNMENT TO ESTABLISH
LEVELS OF POLICE SERVICE AND BENEFITS.
WHEREAS, Senate Bills 695, 601 and 941 relate to hours, conditions of employ-
ment, training, pay incentives and retirement benefits, all of which are the subject
of meeting and conferring in good faith which are covered under the Meyers- Milias-
Brown Public Employer- Employee Labor Relations Act which should be done at the local
level without interference of the State; and
WHEREAS, the cost of these measures will place an undue financial burden upon
local governments, who already face a revenue crises; and
WHEREAS, even if the State were to bear a part or all of the increased costs
of these proposals the effect of these measures provided for the police officers
would be to encourage similar demands on the part of other municipal employee
groups which could far exceed the amounts which might be allocated by the State; and
WHEREAS, these measures make a mockery of local control of local and internal
affairs including the determination of the level of service which is to be provided
within each community; and
WHEREAS, the passage of these measures would, in fact, require many local
governments to reduce the number of police employees which would have an adverse
affect on the need for more law and order within the urban areas.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Cypress
opposes Senate Bills 601, 695 and 941 and further requests that this Resolution
be transmitted to the appropriate State legislators and the League of California
Cities.
PASSED AND ADOPTED by the City Council of the City of Cypress at a regular
meeting held on the 27th day of July, 1970.
