RESOLUTION N0. 1097
A RESOLUTION OF THE CITY' COUNCIL OF THE CITY OF CYPRESS
URGING IMMEDIATE ACTION TO ALLEVIATE CERTAIN HAZARDOUS
CONDITIONS ON CRESCENT AVENUE.
WHEREAS, a number of traffic hazards for children who walk to school on Crescent
Avenue between Carob Street and.Moody Street were brought to the attention of the
City Council of the City of Cypress; and
WHEREAS, these hazards are described below as follows:
1. Approximately only one -third of the distance on Crescent Avenue
between Carob Street and Moody Street has curbs and sidewalks, and
these are widely separated in four sections,
2. Open drainage ditches on both sides of Crescent Avenue for approxi-
mately one -half the distance, which together with uneven and sandy
shoulders, force bicycle riders to ride in the street.
3. Where offstreet parking occurs on the shoulders, children are forced
to walk in the street to avoid parked cars.
4. Much of Crescent Avenue consists of only approximately twelve feet
of paved surface in each direction of travel, which must be shared
by vehicles, pedestrians and bicycle riders,
5. Many areas along Crescent Avenue are not adequately posted with regard
to the speed limit; in the absence of such signing, cars and trucks
frequently approach each other at much higher speeds.
6. In several areas, Crescent Avenue alternates from four lanes to two
lanes creating situations in which drivers must merge into other lanes
while at the same time watch for opposing traffic and children, as well
as trains at the railroad grade crossing near Moody Street.
7. The railroad grade crossing is sufficiently higher than the street
elevation on either side creating a situation where a walking child
may be momentarily lost from the sight of a motorist.
8. Utility poles along the north side of Crescent Avenue are very near
the paved travel lanes and, in some cases, are only approximately
four feet from the paving; and
WHEREAS, the school children of Cypress, La Palma, and the unincorporated area
of the County of Orange must use Crescent Avenue and have no suitable alternate route
to school; and
WHEREAS, further neglect of these hazards may result in a tragic accident or
fatality; and
WHEREAS, the traffic hazards are not located within the jurisdiction of the
City of Cypress and, therefore, cannot be eliminated by the City of Cypress; and
WHEREAS, the City Council of the City of Cypress, nevertheless, is concerned
about the safety of the school children of the area; and
WHEREAS, the City Council of the City of Cypress wishes to bring this matter
to the attention of the officials of other agencies in which the hazards are located;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cypress that
it urges the agencies in which the above described hazards are located, to take
these matters under consideration and take the action they deem appropriate;
BE IT FURTHER RESOLVED that the City Council of the City of Cypress suggests
that in the event that permanent solutions to the problems presented will take a
considerable period of time, temporary asphalt walkways be installed as an interim
measure.

regular meeting held on the 10th day of August, 1970.
