HomeMy WebLinkAboutResolution No. 3268143 RESOLUTION NO. 3268 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS SUPERSEDING RESOLUTION NO. 2904 AND SETTING FORTH THE LOCAL CONDITIONS UPON WHICH A DETERMINATION HAS BEEN MADE BY THE CITY COUNCIL THAT MODIFICATIONS TO CERTAIN OF THE FOLLOWING CODES ARE REASONABLY REQUIRED BY LOCAL CONDITIONS WITHIN THE CITY OF CYPRESS: THE 1985 EDITION OF THE UNIFORM PLUMBING CODE, THE 1985 EDITION OF THE UNIFORM SWIMMING POOL CODE, THE1985 EDITION OF THE UNIFORM SOLAR ENERGY CODE, AND THE UNIFORM PLUMBING CODE MATERIAL AND INSTALLATION STANDARDS. WHEREAS, Health and Safety Code Section 17922 requires the City ot Cypress to adopt the most current editions of the Plumbing Codes; and WHEREAS, Health and Safety Code Section 17958.5 provides tor the City Council to make changes or modifications in the most current editions ot the Plumbing Codes as may be reasonably necessary because of certain local conditions; and WHEREAS, the Building Official of the City ot Cypress has determined and recommended that, based upon certain Local conditions within the City of Cypress, the modifications to the 1985 editions of. the Plumbing Codes contained in Ordinance No. __780. are reasonably required to be adopted by the City of Cypress; and WHEREAS, Health and Satety Code Section 17958.7 requires the City Council to make express findings of the necessity for modifications in the most current editions ot the Plumbing Codes; and WHEREAS, it is appropriate to describe the specitic local conditions upon which each said modification is hased. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cypress that the following amendments and modifications to the 1985 editions ot the Plumbing Codes contained in Ordinance No. 780 are hereby found to be reasonably necessary due to consideration of specitic local climatic, geological, or topographical conditions as follows: I. UNIFORM PLUMBING CODE, 1985 EDITION A. Local Geological conditions necessitate special precautions to minimize potential tor pipe tailures in non - accessible locations under seismic .Leads. (Attects Section 203 and 1004) B. Local climatic conditions necessitate ac.comodat i on of temperature extremes on suspended pipe materials. C. Local climatic conditions predispose certain areas to vectors from which protection must be provided. (Affects Section 903) 1). Local climatic conditions require Lull accessibility to water systems tor irrigation purposes. (Affects Section 1009) E. Modifications to Sections 20.1, 20.3, 20.6, and 20.7 are administrative amendments of local discretion. F. Amendment to coincide with Title 24, Part 5, Section 5- 401 C.A.C. (Affects Section 401(a)(2)) 11. UNIFORM SWIMMING POOL CODE, 1985 EDITION A. All modifications to this Code are administrative amendments ot local discretion. 11I.UNIFORM SOLAR ENERGY CODE:, 1985 ED1T1ON A. All modifications to this Code are administrative amendments of local discretion. BE IT FURTHER RESOLVED that a copy of this Resolution, together with a copy of Ordinance No. 780_ adopting the 1985 n editions of the Plumbing Codes, as amended, be filed with the State Department of Housing and Community Development. PASSED AND ADOPTED by the City Council of the City of Cypress, at a regular meeting held on the 13th day of July, 1987.
