A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
APPROVING CONDITIONAL USE PERMIT NO. 86 -24 - WITH CONDITIONS
THE CITY COUNCIL OF THE CITY OF CYPRESS HEREBY FINDS, RESOLVES,
DETERMINES, AND ORDERS AS FOLLOWS:
1. That an Application was filed for a conditional use permit
to operate a recreational vehicle service shop which includes the sale
of recreation vehicle accessories, and an equipment leasing facility
located within a proposed retail shopping center at 9105 Valley View
Street, Cypress.
2. That the City Council, after proper notice thereof, duly held
a public hearing on said Application as provided by law.
3. That the City Council hereby finds that:
a. The proposed location of the conditional use is in accord
with the objectives of the Zoning Ordinance and the purpose of
the zone in which the site is located is:
Intended to provide appropriately located areas for
establishments catering primarily to highway travelers,
visitors to the City or such businesses or uses where
direct access to major arterial highways is essential or
desirable for their operation.
b. The proposed location of the conditional use and the
conditions under which it would be operated or maintained will
not be detrimental to the public health, safety or welfare or be
materially injurious to properties or improvements in the vicinity
in that:
(1) This project should not create a substantially adverse
physical change within the affected area, including
land, air water, minerals, flora, fauna, ambient
noise, and objects of historic or aesthetic significance.
(2) The proposed project will result in the consolidation
and upgrading of an existing recreational vehicle
storage and service yard located south of the proposed
project.
(3) The reduction in use will result in less traffic,
noise and other impacts associated with the existing
use.
(4) The proposed use is consistent with the City of Cypress
General Plan and Zoning Ordinance.
c. The proposed conditional use will comply with each of the
applicable provisions of the Zoning Ordinance except for approved
variances or adjustment.
4. The City Council DOES HEREBY GRANT said conditional use permit,
subject to the conditions attached hereto as Exhibit "A."
PASSED AND ADOPTED by the City Council of the City of Cypress at
a regular meeting held on the 22nd day of September 19,46.

CONDITIONAL USE PERMIT NO. 86 -24
1. All requirements of the Orange County Fire Marshal's Office shall be
complied with prior to a Certificate of Occupancy being issued.
2. All product and material storage shall occur within the building. Exterior
storage is specifically prohibited, unless approved as part of the Condi-
tional Use Permit.
3. Outside public address speakers, telephone bells, buzzers and similar
devices which are audible on adjoining properties are hereby prohibited.
4. All roof mounted equipment, such as heating and air conditioning units,
shall be adequately screened from public view subject to the approval
of City staff. Commercial or industrial developments which adjoin resi-
dentially zoned areas shall construct noise bafflers and /or deflectors
on all mechanical equipment mounted outdoors, to the satisfaction of City
staff.
5. Compact parking space aisles shall be denoted as such on the asphalt as
"Compact Only."
6. The final exterior color scheme shall be submitted to City staff for
review and approval prior to actually painting the structure.
7. All applicable conditions of DRC 86 -31 shall be complied with prior to
occupancy of the subject building.
8. Onsite security lighting shall be arranged so that direct rays will not
shine on adjacent properties or produce glare for street traffic.
9. A redwood landscape retainer, a minimum of two inches by six inches (2 "x6 ")
in size, shall be installed along all property lines where necessary to
retain the landscape planters until adjoining properties are developed.
10. The developer shall provide an adequate number of trash enclosures onsite
and at a location acceptable to City staff.
11. Architectural elevations and site plans shall be reviewed and approved
by the Planning Department prior to Building Department plan check
submittal.
12. The City Council shall maintain the right to review the hours of operation
and may, subject to a public hearing, limit the business hours should
substantiated complaints be received that the business hours are creating
an adverse impact upon neighboring properties.
13. All requirements of the Orange County Fire Marshal's Office, Orange County
Health Department, and Cypress Building and Safety Department shall be
satisfied prior to commencement of the business operation.

14. Utilities shall not be released until all conditions of approval have
been met to the satisfaction of the Planning Department.
15. The applicant shall obtain a Cypress Business license prior to commencement
of the business operation.
16. The applicant /developer shall comply with all provisions of the City Code.
17. The two gates securing the recreational vehicle storage business shall
be fully open during regular business hours of the retail center. Each
gate shall be protected with two (2) Type N -2 warning signs (18 "x18 "),
with red reflective background, permanently affixed to the gate. Two
(2) baked enamel, steel signs, red letters on white background, not less
than 36 "x36" shall he permanently installed and maintained by the property
owner, with the following legend: "NOTICE - NO THRU ACCESS - NO TURN
AROUND - 9 P.M. to 9 A.M. ". Said legend may be modified as directed by
the City Engineer. Said signs shall be placed at the two entrances to
the driveway accessing the rear of the retail center. Locations shall
be designated by the City Engineers and shall be prominent and unobstructed
by landscaping or structures.
