Resolution No. 607RESOLUTION NO. 607 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS ESTABLISHING A BASIC COMPENSATION PLAN FOR ALL EMPLOYEES IN THE MUNICIPAL SERVICE OF THE CITY OF CYPRESS WHEREAS, Section 37206 of the Government Code requires the City Council to prescribe the time and method of paying salaries and wages of officers and employees of the City; and WHEREAS, the City Council has authorized provisions of Ordinance No. 177 and Resolution No. Plan for all employees in the municipal service of and 379 the directed under the to prepare a Compensation City of Cypress, NOW, THEREFORE, BE IT RESOLVED that the City Council of the City Cypress does hereby adopt the following Compensation Plan: SECTION 1: Wage and Salary Plan. of All employees of the City of Cypress, except the City Manager, City Attorney, and City Treasurer, are included in a comprehensive wage and salary plan. Each position in the service of the City shall be assigned a range number established by the City Council in the annual budget. This range number shall be as shown on the attached salary schedule entitled "City of Cypress Salary Schedule ?. The salary schedule consists of five (5) steps within each reange. Any increase in range number authorized by the City Council will be treated and considered as a merit increase and sections (a), (b), and (c) will be applicable to the range increase depending upon the respective step position of any employee within the range increased. (a) The first step is the rate for the class. The adjustment shall be made only if recommended by the department head and if approved by the City Manager. Such approval by the City Manager signifies that the employee, other than a Police Officer, is considered a permanent City employee. (c) The third, fourth and fifth steps are incentive adjustments to encourage an empbyee to improve his work and to recognizeseniority and increased skill on the job. Employees are eligible for these adjustments any time after the completion of one year of service at the preceding step. Each adjustment shall be made only if recommended by the department head and if approved by the City Manager. (d) All rates shown are in full payment for services rendered and cover full payment for the number of hours now being regularly worked in each class. Employees engaged for less than full -time shall be paid a proportionate part of these salaries, or by an hourly rate of pay that falls within these ranges. (e) Each employee will not advance automatically from year to year without regard to qualify of service. The success of the plan depends upon incentives which will encourage employees to put forth increasing efforts as they advance through the steps of the plan. (f) The comprehensive wage and salary plan, as outlined herein, is based on a 40 hour work week for all full -time employees. RESOLUTION NO. 607 400 SECTION 2: RANGE BEGINNING NO. Position and Salaries. The number of positions, schedule of calss, and salary ranges for all employees of the City of Cypress, shall be established in the annual budget document as approved by the City Council of the City of Cypress. The City Council may, from time to time, by resolution, or minute action, increase or decrease the compliment as set forth in the budget document. RESOLUTION NO. 607 : 402 SECTION 4. Compensation for Overtime. Subject to approval of the City Manager and to the following provi- sions, a Department Head may prescribe reasonable periods of overtime work to meet the operational needs of his department. Except as otherwise provided herein, overtime shall either be paid at the hourly equivalent of the employee's monthly salary rate or granted as equivalent compensatory time off. The method of compensation shall be at the discretion of the Department Head, subject to approval of the City Manager. A. Incidental Overtime. Incidental overtime is not compensable. It is defined as overtime of less than one -half hour that is non - recurrent and which is not standby duty, call -back duty, or court time. B. Police Department Personnel in Detective Bureau. Police Department personnel assigned by the Police Chief to the Detective Bureau, except the clerical staff, shall not be eligible to receive paid overtime compensation for service in the Detective Bureau unless approved by the City Manager, subject to the discretion of the Police Chief and to Paragraph F of this section; however, they may take compensatory time off for unusal amounts of overtime worked. C. Department Heads. Department Heads, Division Heads, designated by the City Manager, shall not be eligible for paid overtime. Compensatory time off for work beyond the normal work week may be granted at the discretion of the City Manager. D. Other Employees. Other employees shall be paid at the hourly rate established for their class based on the number of hours actually worked or granted compensatory time off. E. Court Time. Employees who are required to appear in court during their off -duty hours in connection with City business shall receive overtime compensation for the number of hours they spent in court. F. Accumulation of Compensatory Time Off. Accumulated overtime must be taken off or paid for not later than the end of the month following the month in which it was worked, provided, however, that such accumulated overtime may be taken off or paid for at a later date if the City Manager in wirting authorizes such procedure prior to the time such overtime is worked. G. Jury Duty. When called to serve on a jury, all employees shall have time off for the period of actual service required on such jury. Such employees will be paid the difference between their regular salary and the amount they receive for jury duty. SECTION 5. Pay Periods and Pay Days. All officers and employees of the City of Cypress shall be paid on a Bi- weekly basis. The Bi- weekly salary of each employee shall be the monthly salary, multiplied by twelve, and divided by twenty -six. Warrants or checks in payment of compensation shall be made available by the City to employee and officers of the City on the Friday following the completion of each Bi- weekly pay period. In the event that a pay day falls on a holiday, all warrants or checks in payment of compensation shall be made available to the City employees on the first day preceding the holiday. SECTION 6. Computation of Advancement Dates. The anniversary date for persons employed or promoted between the first day of the month and the fifteenth of the month, inclusive, shall be computed from the first day of the month in which employed or promoted; for persons employed or promoted between the sixteenth day of the month and the last day of the month, inclusive, the anniversary date shall be computed from the first day of the month following the date of the appointment or promotion. RESOLUTION NO. 607 SECTION 7. Mileage Allowance. Every officer or employee who is required to use a private automobile in the discharge of service of the City shall, after receiving the approval of theCity Manager, receive compensation for the use of such automobile at the rate of ten (10) cents per mile, except for those employees who are authorized by each annual budget to receive a flat rate of $60.00 per month. SECTION 8. Group Insurance. All full -time employees are eligible for group hospitalization insurance, the City to pay the entire cost hereof for its employees. Costs for dependents to be covered by the group insurance will be apdi by the employee. There is no probationary period for this insurance coverage. Each employee shall pay for the life insurance coverage in full. SECTION 9. This Resolution shall become effective on July 1, 1965, and all conflicting Resolutions of the City of Cypress are hereby repealed.
