Resolution No. 6646RESOLUTION NO. 6646 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS ESTABLISHING AN AD -HOC SUBCOMMITTEE TO EVALUATE ALTERNATIVE PROGRAMS AND VENUES FOR THE 4TH OF JULY FIREWORKS CELEBRATION WHEREAS, since 1988, the City of Cypress has co- sponsored a 4th of July Fireworks Celebration at the Joint Forces Training Base (Base) with the cities of Los Alamitos and Seal Beach, and the community of Rossmoor; and WHEREAS, over the past five years, the imposition of new requirements and regulations by the Base to utilize the facility for the Celebration has significantly impacted the financial and logistical elements to successfully coordinate the event; and WHEREAS, the City Council believes that a review of alternative programs and venues for the 4th of July Fireworks Celebration is needed to guide future direction for this event; and NOW, THEREFORE, that the City Council of the City of Cypress resolves as follows: Section 1. Establishment An Ad Hoc Subcommittee is hereby established for the purpose of providing program direction to staff. The Ad Hoc Subcommittee shall include members of City Council and the Recreation and Community Services Commission. City Council Members shall be appointed by the Mayor and confirmed by the City Council. Recreation and Community Services Commission appointees shall be determined by the Recreation and Community Services Commission. Section 2. Duties of the Subcommittee The Ad Hoc Subcommittee shall have the following duties: A. Work cooperatively with staff, Recreation and Community Services Commissioners, and pyrotechnics, or other special effects vendors, to conduct an evaluation of alternative programs, suitable locations, and projected costs for a Celebration. B. Report the Ad -Hoc Subcommittee's results to the City Council for further action by the City Council. Section 3. Composition The Ad Hoc Subcommittee shall consist of two City Council Members and up to three Recreation and Community Services Commission Members. Staff and other support shall be designated by the City Manager. Section 4. Duration of the Subcommittee The Ad Hoc Subcommittee shall expire at such time as the evaluation has been completed, and shall not last in any event longer than six months from the date of adoption of this resolution.
