Motion to Approve City Council Minutes of the Adjourned Regular Meeting of February 21, 1987 and the Regular Meeting of February 23, 1987. Recommendation: That the City Council approve the Minutes of February 21, 1987 and February 23, 1987, as submitted. 12. Motion to Introduce and/or Adopt All Ordinances Presented for Consideration by Title Only and to Waive Further Reading. 13. Consideration of Authorization for the Planning Director to Attend the National Planning Conference. Recommendation: That the City Council authorize the attendance of Christine Eynon, Planning Director, to the National Planning Conference scheduled to be held in New York on April 26 - 29, 1987 and be reimbursed for all actual and necessary expenses incurred. 14. Consideration of Proclaiming April 1987, as "Selective Service Month". Recommendation: That the Mayor and City Council officially proclaim the month of April 1987, as "Selective Service Month" in the City of Cypress as requested. 15. Consideration of Recommendations of Traffic Commission Meeting of February 17, 1987. Recommendation: That the City Council approve the recommendations of the Traffic Commission as outlined in the report and adopt a Resolution by title only, title as follows: 1) establishing a "No Parking Anytime" zone on both sides of Acacia Drive from Crescent Avenue to a point 100' south, and from the south end of Acacia Drive to a point 100' north; and 2) establish a "No Parking 2 AM to 6 AM zone on both sides of Acacia Drive, beginning at a point 100' south of Crescent Avenue, south to the southerly property line of 8644 Acacia Drive on the east side, and to the southerly property line of 8641 Acacia Drive on the west side. -2- CITY COUNCIL AGENDA March 9, 1987 CONSENT CALENDAR (Continued): A Resolution of the City Council of the City of Cypress Establishing a "No Parking" Area on Both Sides of Acacia Drive From Crescent Avenue to a Point 100' South, and From the South End of Acacia Drive to a Point 100' North, and Also Establish a "No Parking 2 AM to 6 AM" Area on Both Sides of Acacia Drive Beginning at a Point 100' South of Crescent Avenue South to the Southerly Property Line of 8644 Acacia Drive on the East Side, and to the Southerly Property Line of 8641 Acacia Drive on the West Side. 16. Consideration of Request for One Conditional Use Permit No. 86-10, Lincoln Avenue. Year Time Limit for AM/PM Mini-Mart, 5012 Recommendation: That the City council approve the extension of Conditional Use Permit No. 86-10 for one year ending April 14, 1988. 18. Consideration of Design Review Co~ittee's Approval of DRC #86-48, #87-2, and #87-4. Reco~mendation: Receive and file. 19. Consideration of Recognizing 1987, as the International Year of Shelter for the Homeless. Recommendation: That the City Council officially recognize 1987, as the International Year of Shelter for the Homeless and refer the communication from Sister Barbara A. Clem, Director of the Catholic Charities Diocese of Orange, to the Cypress Youth Commission for further consideration. 20. Consideration of Proposed Position Compensation Plan Amendments. Classification and Recommendation: That the City Council adopt the Resolution by title only, title a~ follows, amending the Position Classification Plan and Basic Compensation Plan as outlined in the report. ae A Resolution of the City Council of the City of Cypress Amending Resolution No. 975 by Adding the Classification of Recording Secretary to the Position Classification Plan for Employees in the Service of the City of Cypress. 21. Consideration of Resolution of the Orange County Division of the League of California Cities, Opposing the Use of Property Taxes to Improve Freeways. Recommendation: That the City Council direct the City's voting delegate to the Orange County League of California Cities to support the subject Resolution opposing the use of property taxes for freeway purposes. Recreation & Park District Matters: 22. Consideration of Proposed New Classes and Fees. Consideration of Donation of Funds From Mr. Tony Nieto, Chairperson for the 5K/10K Run. Recommendation: That the City Council, acting as the ex officio governing Board of Directors for the Cypress Recreation and Park District, formally accept the donation in the amount of $806.33 from Mr. Tony Nieto on behalf of his participation in the Jog-Bike-Swim-a-Thon and appropriate $806 from the Cypress Recreation and Park District General Fund Balance to Account No. 4163-12-303-10 for use in the Scholarship Fund for the 5K/10K Run.
