RESOLUTION NO. 6655
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS,
AND ACTING AS EX- OFFICIO BOARD OF DIRECTORS OF THE
CYPRESS RECREATION AND PARK DISTRICT, AMENDING RESOLUTION
NO. 6638 ESTABLISHING HOURLY PAY RANGES FOR TEMPORARY PART -TIME
AND SEASONAL POSITIONS AND ADDING PART -TIME MANAGEMENT
CLASSIFICATIONS TO THE TEMPORARY PART -TIME AND
SEASONAL EMPLOYEES HOURLY PAY RANGE SCHEDULE
WHEREAS, the Personnel Rules and Regulations of the City of Cypress require
that amendments or revisions to the Position Classification Plan, revisions to class
specifications or salary adjustments for positions be approved by the City Council, and
as acting as ex- officio Board of Directors of the Cypress Recreation and Park District;
and
WHEREAS, per Senate Bill No. 3, the California minimum wage will increase
from $10.50 per hour to $11.00 per hour on January 1, 2018; and
WHEREAS, certain part-time classifications are being updated to comply with
minimum wage requirements and to avoid internal compaction between classifications;
and
WHEREAS, the minimum wage is scheduled to increase incrementally until it
reaches $15.00 per hour by 2022; and
WHEREAS, the temporary part-time classification of Community Outreach
Officer is no longer included in the annual budget and is being eliminated from the pay
schedule; and
WHEREAS, it has been determined that temporary part-time classifications for
Chief of Police, Director of Community Development, Director of Finance and
Administrative Services, Director of Recreation and Community Development, Police
Commander, City Engineer, City Planner, Finance Manager /Assistant Director of
Finance and Administrative Services, City Clerk, Maintenance Superintendent, and
Recreation and Community Services Superintendent be established and compensated
the base salary that is paid for the full -time classification converted to an hourly rate.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL of the City of
Cypress, and acting as ex- officio Board of Directors of the Cypress Recreation and Park
District, that Resolution No. 6638 be amended as indicated below:
SECTION 1. Effective December 28, 2017, the increases associated with
minimum wage adjustments for temporary part-time and seasonal employees in the
positions indicated shall be compensated as indicated in Attachment "A ".
SECTION 2. Effective November 28, 2017, the pay ranges for the newly added
part-time management positions indicated shall be compensated as indicated in
Attachment "A ".
SECTION 3. A temporary part-time and seasonal employee is eligible for a merit
increase within the salary range established for the position based on acceptable job
performance as approved by the Department Director and provided that the employee
has worked a minimum number of hours from the date of appointment or the date of the
last merit increase as indicated on the Attachment "A ".
SECTION 4. A temporary part-time and seasonal employee must meet the
qualifications of a position as specified in the job specification in order to qualify for a
promotion to a position with a higher rate of pay. In addition, all promotions shall be
based on acceptable job performance as approved by the Department Director.
SECTION 5. Incumbents of temporary part-time and seasonal positions receive
no benefits except as required by State and Federal Law.

SECTION 6. The pay ranges associated with the minimum wage adjustments in
this Resolution shall become effective on December 29, 2017, and all resolutions and
parts of resolutions in conflict herewith are hereby rescinded.
SECTION 7. The pay ranges for the newly added part-time management
positions in this Resolution shall become effective on November 28, 2017, and all
resolutions and parts of resolutions in conflict herewith are hereby rescinded.
PASSED AND ADOPTED by the City Council of the City of Cypress, and acting
as ex- officio Board of Directors of the Cypress Recreation and Park District, at a regular
meeting held on the 27th day of November, 2017.
