A regular meeting of the Cypress City Council was called to order at 6:02 p.m. by Mayor Morales in the Executive Board Room, 5275 Orange Avenue, Cypress, California. CLOSED SESSION The City Attorney reported that the City Council would be meeting in Closed Session regarding Conference with Labor Negotiator, pursuant to Government Code Section 54957.6, Agency Negotiators: Peter Grant and Matt Burton, Employee Groups: • Executive Management • Mid - Management • Confidential • Cypress Employees' Association • Cypress Maintenance Employees' Association • Cypress Police Management • Cypress Police Officers' Association The City Attorney reported that the City Council would be meeting in Closed Session regarding Conference with Real Property Negotiators, pursuant to Government Code Section 54956.8, Real Property Identified by APN Numbers 241 - 091 -22 through 26, Inclusive, 13.329 Acres Located at the Northwest Corner of Katella Avenue and Winners Circle, Parties Negotiating With: Shea Properties, Negotiating Party: City Manager, Under Negotiation: Price and Terms of Payment. The meeting recessed at 6:03 p.m. RECONVENE The 7:00 p.m. session of the City Council meeting was called to order at 7:03 p.m. by Mayor Morales. INVOCATION The invocation was given by Pastor Mike McKay, Cypress Church. REPORT OF WORKSHOP AGENDA/CLOSED SESSION The Mayor asked for the report of the Closed Session Agenda items discussed earlier in the evening. The City Attorney reported that the City Council met in Closed Session regarding Conference with Labor Negotiator, pursuant to Government Code Section 54957.6, Agency Negotiators: Peter Grant and Matt Burton, Employee Groups: Executive Management, Mid - Management, Confidential, Cypress Employees' Association, Cypress Maintenance Employees' Association, Cypress Police Management, and Cypress Police Officers' Association. He stated that no reportable action was taken. Tim Whitacre, representing Orange County Supervisor Michelle Steel, presented a Certificate of Recognition to outgoing Mayor Morales. Steven Abdalmalik, representing State Senator John Newman, presented a Certificate of Recognition to outgoing Mayor Morales. CONSENT CALENDAR All matters listed on the Consent Calendar are to be approved with one motion unless a Council Member requests separate action on a specific item. 2 41 CITY COUNCIL MINUTES DECEMBER 11, 2017 It was moved by Council Member Johnson and seconded by Mayor Pro Tem Peat, to approve Consent Calendar Item No. 1. The motion was unanimously carried by the following roll call vote: AYES: 5 COUNCIL MEMBERS: Berry, Johnson, Yarc, Peat and Morales NOES: 0 COUNCIL MEMBERS: None ABSENT: 0 COUNCIL MEMBERS: None Item No. 1: Approve 2018 City Council Meeting Schedule Recommendation: Approve the 2018 City Council meeting schedule. NEW BUSINESS Item No. 2: City Council Reorganization The City Clerk opened the nominations for Mayor. Mayor Morales moved and Council Member Johnson seconded the motion to nominate Mayor Pro Tem Peat for the office of Mayor. Mayor Pro Tem Peat was unanimously elected Mayor by the following roll call vote: AYES: 5 COUNCIL MEMBERS: Berry, Johnson, Yarc, Peat and Morales NOES: 0 COUNCIL MEMBERS: None ABSENT: 0 COUNCIL MEMBERS: None The City Clerk then asked for nominations for the office of Mayor Pro Tem. Council Member Yarc moved and Council Member Morales seconded the motion to nominate Council Member Berry for the office of Mayor Pro Tem. Council Member Berry was unanimously elected Mayor Pro Tem by the following roll call vote: AYES: 5 COUNCIL MEMBERS: Johnson, Morales, Yarc, Berry and Peat NOES: 0 COUNCIL MEMBERS: None ABSENT: 0 COUNCIL MEMBERS: None Mayor Pro Tem Berry thanked outgoing Mayor Morales for his service and acknowledged the City Council accomplishments of the past year. She spoke of her commitment and dedication to the City, and indicated that she is looking forward to 2018. Mayor Peat thanked the Council Members for the privilege of serving on the City Council, spoke regarding goals for 2018, and thanked his family for their support. Item No. 3: Recognition of Mayor Paulo Morales Mayor Peat presented a plaque to outgoing Mayor Paulo Morales. Outgoing Mayor Morales thanked the Council Members for the honor to serve as Mayor. He spoke regarding experiences and opportunities throughout the past year, and thanked his family for their support. At 7:28 p.m., the Mayor recessed the meeting. Participated in the California Highway Patrol Toy Drive at Kimmie's Restaurant. Attended the McDonald's Restaurant Ribbon Cutting. CITY MANAGER REMARKS The City Manager spoke regarding the Southern California wildfires and thanked the O.C. Fire Authority for their assistance. Indicated that City Hall would be closed December 25 through January 1, 2018.
