CONSENT CALENDAR:
All matters listed under "Consent Calendar" are to be considered by the City
Council to be routine and will be enacted by one motion approving the recom-
mendations listed on the agenda.
4. Motion to Introduce and/or Adopt All Ordinances Presented for Consi-
deration by Title Only and to Waive Further Reading.
5. Consideration of Proclaiming December 14 - 20, 1980, as "Bill of Rights
Week."
Recommendation: That the Mayor and City Council officially proclaim the
week of December 14 - 20, 1980, as "Bill of Rights Week" in the City
of Cypress as requested.
6. Consideration of Request for an Exemption From a Special Permit for
Children's Hospital of Orange County (CHOC) Thrift Stores.
Recommendation: That the City Council grant the request of the Children's
Hospital of Orange County Thrift Stores to solicit home salvage items
on a determination in accordance with Section 15-57 A(1)(b) of the
Cypress City Code, subject to the condition that all persons asso-
ciated with the solicitation program register with the Cypress Police
Department and that solicitation be limited to Monday - Saturday during
the hours of 9:00 a.m. - 6:00 p.m. (daylight hours only) from December
1, 1980 - November 30, 1981.
Consideration of Proclaiming February 8 - 14, 1981, as "Bethany Manor
Intensive Therapy Center Week" and February 14, 1981, as "Bethany
Manor Day."
Recommendation: That the Mayor and City Council officially proclaim the
period of February 8 - 14, 1981, as "Bethany Manor Intensive Therapy
Center Week" and February 14, 1981, as "Bethany Manor Day" in the
City of Cypress.

A Resolution of the City Council of the City of Cypress
Amending Resolution No. 975 by Amending Certain Class
Specifications in the Position Classification Plan for
Employees in the Service of the City of Cypress.
Consideration of Policy Renewal for Long-Term Disability Insurance -
Standard Insurance Company.
Recommendation: That the City Council authorize staff to renew the
long-term disability insurance policy with Standard of Oregon for
calendar year 1981.
Consideration of Modification to the Employees' Safety Incentive
Award Program.
Recommendation: That the City Council authorize the staff to implement
the modification of the employee safety incentive award program as
outlined in the report.
Consideration of Acceptance of Final Parcel Map No. 80-1145. (South
side of Chip Avenue, East of Valley View Street)
Recommendation: That the City Council approve Final Parcel Map No.
80-1145 and authorize the City Clerk to sign the record map.
Consideration of Acceptance of Rehabilitation and Request for Extension
of Time of Lincoln Avenue From the West City Limit of Cypress at
Bloomfield Street to Knott Street in the City of Buena Park, City
of Cypress Project No. 8018-10.
Recommendation: That the City Council: 1. Approve the extension of
time to December 20, 1980 to complete installation of bumper guards
on Lincoln Avenue. 2. Approve the increases in All American Asphalt
contract from $287,530.00 to $368,669.84. 3. Accept the rehabilita-
tion of Lincoln Avenue from the West City Limit of Cypress at Bloom-
field Street and Knott Street in the City of Buena Park, Project No.
8018-10, as being satisfactorily completed in accordance with the
Plans and Specifications and authorize the City Clerk to release
the Labor and Material Bond upon expiration of the required lien
period, providing no liens have been filed and to release the
Faithful Performance Bond upon expiration of one year guarantee,
providing no defects in material and workmanship become evident.

Consideration of Approval of Plans and Specifications and Authorization
to Advertise for Bids for the Traffic Signal Installation at the
i'~tersections of Orange Avenue and Denni Street and Orange Avenue
and Bloomfield Street, City of Cypress Project No. 8104-50.
Recommendation: That the City Council approve the Plans and Specifi-
cations for the Traffic Signal Installation at the Intersections
of Orange Avenue and Denni Street and Orange Avenue and Bloomfield
Street, Project No. 8104-50, and authorize the City Clerk to adver-
tise for bids with bid opening date to be set for January 6, 1981,
at 2:00 p.m., in the Office of the City Clerk.
17. Consideration of Appropriation for Tire Changer.

Recommendation: That the City Council appropriate $1,000.00 from the
General Fund balance for the purchase of a tire changer as described
in the report.
Consideration of Annual Arterial Highway Financing Program, City of
Cypress Project #8013-10.
Recommendation: That the City Council adopt a Resolution, by title only,
title as follows, requesting inclusion in the 1981/82, 82/83, and
83/84 Fiscal Years Arterial Highway Financing Program for the develop-
ment of Cerritos Avenue from Denni Street to 600 feet East of Valley
View Street.

Requesting the County of Orange to Include Within the
Arterial Highway Financing Program the Development of
Cerritos Avenue From Denni Street to 600' East of
Valley View Street.
Consideration of Property Tax Transfer Agreement Between the City of
Cypress and the County of Orange.
Recommendation: That the City Council concur with staff's determination
that Annexations No. 78-1(County Island, South of Lincoln Avenue bet-
ween Grindlay Street and Walker Street) and No. 79-1(Northwest and
Southwest corners of Lincoln Avenue and Moody Street) were developed
annexations at the time of their recordation and the City Council
authorize the Mayor to sign the subject agreement as submitted.
Consideration of Approval of First Amendment to Sanitary Sewer Reim-
bursement and Capacity Agreement, Katella Avenue Sanitary Sewer,
City of Cypress Project #7671-90.
Recommendation: That the City Council approve the First Amendment to the
Sanitary Sewer Reimbursement Capacity Agreement for the Katella Avenue
Sanitary Sewer and authorize the Mayor to sign and the City Clerk to
attest, subject to the approval of the City Attorney.
21. Consideration of Federal Aid Urban Program Requests.
Recommendation: That the City Council adopt the Resolution requesting
the Orange County Transportation Commission to declare that the
improvement of Cerritos Avenue is of county-wide importance and
requesting that Federal Aid Urban Funds be allocated to these projects,
by title only, title as follows:

Consideration of Agreement Between the City of Cypress, McDonnell
Douglas Corporation and the Los Alamitos Race Course, Katella Avenue
Sanitary Sewer, City of Cypress Project No. 7671-90.
Recommendation: That the City Council approve the three-way Agreement
described herein between the City of Cypress, McDonnell Douglas
Corporation and the Los Alamitos Race Course, authorize the Mayor
to execute, and the City Clerk to attest,
23. Continuation of Consideration of Extension of Lease With the Cypress
Boys' Club.
Recommendation: That the City Council extend the lease between the City
and the Cypress Boys' Club for the facility located at 10491 Moody
Street to January 31, 1981.
24. Consideration of Resolution Regarding Television Coverage of Orange
County Elections.
Recommendation: That the City Council adopt the Resolution, by title only,
title as follows, opposing the inadequate television coverage of
Orange County Elections.

25. Consideration of Resolution in Support of the Orange County Arts

Board of Directors of the Cypress Recreation and Park District, adopt
the Resolution, by title only, title as follows, in support of the
Orange County Arts Alliance Master Plan.
