CRA 87-09-14 MINUTES OF A MEETING OF THE CYPRESS REDEVELOPMENT AGENCY HELD September 14, 1987 Agency Member Davis was nominated by Agency Member Mullen to serve as Acting Chairman of the Cypress Redevelopment Agency during the absence of Chairman Kanel. Hearing no objection, the nomination was unanimously carried and Agency Member Davis will serve as Acting Chairman. Acting Chairman Davis called the meeting of the Cypress Redevelopment Agency to order at 9:51 p.m. on Monday, September 14, 1987, in the Cypress City Council Chamber, 5275 Orange Avenue, Cypress, California. PRESENT: Agency Member Arnold, Coronado, Davis and Mullen ABSENT: Agency Member Kanel CONSIDERATION OF PUBLIC HEARING RE: FINAL REVIEW AND APPROVAL OF THE DISPOSITION AND DEVELOPMENT AGREEMENT BY AND BETWEEN THE CYPRESS REDEVELOPMENT AGENCY AND NATIONAL CHURCH RESIDENCES OF CYPRESS, CA. Acting Chairman Davis declared the public hearing open. 'The Planning Director summarized the staff report dated September 3, 1987 which indicated that at the Redevelopment Agency meeting of August 24, 1987, the Agency members informally reviewed and conceptually approved the draft Disposition and Development Agreement (DDA) By and Between the Cypress Redevelopment Agency and National Church Residences of Cypress, California. -This Agreement pertains to the disposition and development of a specific site approximately 1.4 acres of land located at the Cypress Elementary School site. There were two conceptual changes which the Planning Director addressed, the land value is now listed at $480,440. and the addition of the word "handicapped." Staff recommended approval of the Disposition and Development Agreement By and Between the Cypress Redevelopment Agency and National Church Residences of Cypress, California and authorize the Chairman of the Agency to execute the document on behalf of the Redevelopment Agency. The Agency Counsel stated the document reflects the best efforts of all parties negotiated over a long period of time and it is now before the Agency with a recommendation to adopt. Acting Chairman Davis invited the applicant to speak. Mr. Brooks Ridder-White, 1055 Wykoff, Laguna Beach, representing National Church Residences of Cypress, stated the proposed DDA reflects a compromise of the various interests in the project and National Church Residences are prepared to sign the document. Acting Chairman Davis asked if' anyone wished to speak in support or opposition to the Agreement. No one wished to do so. It was moved by Agency Member Mullen and seconded by Agency Member Arnold to close the public hearing and approve the Disposition and Development Agreement By and Between the Cypress Redevelopment Agency and National Church Residences of Cypress, California and authorized the Chairman of the Agency to execute the document on behalf' of the Redevelopment Agency. The motion carried by the following roll call vote: AYES: 3 Agency Members: Arnold, Davis and Mullen NOES: 0 Agency Members: None ABSENT: I Agency Members: Kane] ABSTAINED:1 Agency Members: Coronado Agency Member Coronado explained that he abstained on the basis of comments he had stated earlier in the evening. The City Manager informed the Agency Members that with the official approval of the DDA, the groundbreaking ceremonies have been scheduled for the morning of October 2 at the Cypress Senior Center.
