Recommemdation: Receive and file. 6. Consideration of Proclaiming Flag Day, June 14, 1981, Through Independence Day, July 4, 1981, as a Period to "Honor America." Recommendation: That the City Council officially proclaim the 21 days from Flag Day, June 14, 1981, through Independence Day, July 4, 1981, as a period to "Honor America" in the City of Cypress as requested. 7. Consideration of Resolution Commending .Eagle Scout Steven Cromer. Recommendation: That the City Council adopt the Resolution by title only, title as follows, commending Boy Scout Steven Cromer on achieving the rank of Eagle Scout. Consideration of Annual Requalification of Participating Cities in the County of Orange Arterial Highway Financing Program. Recommendation: That the City Council adopt the Resolution by title only, title as follows, stating that no changes are recommended for inclusion in the County Arterial Highway Master Plan. CITY COUNCIL AGENDA June 8, 1981 CONSENT CALENDAR(Continued): e 10. ao A Resolution of the City Council of the City of Cypress Informing the County Arterial Financing Advisory Committee That No Changes Are Requested For Inclusion in the County Arterial Highway Master Plan. Consideration of Acceptance of Improvements and Release of Bonds for Tract No. 10678 (Orange Avenue, South Side, West of Holder Street). Recommendation: That the City Council accept the public improvements in Tract No. 10678 as being satisfactorily completed in accordance with the Plans and Specifications and authorize the City Clerk to release the Monumentation Bond and the Labor and Material Bond upon expiration of their required lien period, providing no mechanic liens are filed, with the Performance Bond to be held for one year from the date of acceptance to guarantee against any defects in material or workmanship. Consideration of Acceptance of Weed Abatement of Seasonal and Recurring Weeds and Assessment for Weed and Rubbish Abatement for Phase II for the 1980-81 Program. Recommendation: That the City Council 1) Accept the work of weed and rubbish abatement as being satisfactorily completed in accordance with the specifications for the work, and 2) Adopt the Resolution by title Only, title as follows, confirming weed abatement assessments and imposing special assessments as a lien on the parcels shown on Exhibit "A". A Resolution of the City Council of the City of Cypress Confirming the Report of Costs of Abatement of Weeds, Rubbish, Refuse and Dirt Public Nuisances and Imposing Special Assessments as Liens on Parcels Within the City of Cypress. 11. Consideration of Assembly Bill No. 1771 Relating to Tear Gas. Recommendation: That the City Council authorize the Mayor to send letters of support to AB 1771 removing the requirement of a training course for the tear gas protective devices to the appropriate State legislators. 12. Consideration of Report on the Usage of the Mayor's Hotline. 13. 14. Recommendation: That the City Council authorize staff to complete a study regarding the use of the Mayor's hotline equipment for another municipal se rvi ce. Consideration of Communication From Mr. Bill Brownell, State Director of We Tip. Recommendation: That the City Council authorize staff to prepare an article in support of the WeTip program to be printed in the next edition of the Council's newsletter. Consideration of Year-End Resolutions Directing Year-End Transfers to the General Fund Reserve. Recommendation: That the City Council adopt the Resolutions by title only, titles as follows, directing year-end transfers to the General Fund Reserve. a. Consideration of Request for an Exemption From a Special Permit for the Minor Sports Foundation of America. Recommendation: That the City Council grant the request of the Minor Sports Foundation of America to conduct door-to-door solicitation for funds and sales of tickets in the City of Cypress from June 15, 1981 through June 15, 1982, and that they be granted an exemption from a Special Permit pursuant to Section 15-57 A(1)(b) of the City Code, with solicitation limited to the hours of 9:00 a.m. - 6:00 p.m., Monday through Saturday, on the condition that a list of the names and addresses of all solicitors and responsible indivi- duals be submitted immediately to the Cypress Police Department.
