AWARD OF CONTRACTS:
Consideration of Award of Contract for the Additional Traffic Signal
Installation at the Intersection of Katella Avenue and Holder
Street, City of Cypress Project No. 8206-50.
2. Consideration of Award of Contract for Data Processing Services.
CONSENT CALENDAR:
All matters listed on the agenda under "Consent Calendar" are to be considered
by the City Council to be routine and will be enacted by one motion approving
the recommendations listed on the agenda.
3. Motion to Introduce and/or Adopt all Ordinances Presented for Considera-
tion by Title Only and to Waive Further Reading.
4. Consideration of Request for an Exemption From a Special Permit for
the United States Volleyball Association.
Recommendation: That the City Council grant the request of the United
States Volleyball Association to solicit door-to-door sale of tickets
to exhibition volleyball games in the City of Cypress on a determina-
tion in accordance with Section 15-57 A (1)(b) of the Cypress City
Code, subject to the condition that all persons associated with the
solicitation program register with the Cypress Police Department
and that solicitation be limited to Monday - Saturday during the
hours of 9:00 a.m. - 6:00 p.m. (daylight hours only) from September
1, 1981 through August 31, 1982.
5. Consideration of an Application for a Private Patrol Permit - Moore
Security Service, Inc.
Recommendation: That the City Council authorize the issuance of a
permit for Private Patrol Services in the City of Cypress to Moore
Security Service, Inc., 1740 S. Anaheim Blvd., #E, Anaheim, Ca.,
subject to the provisions of the City Code relative to the operation
of private patrol services.
6. Consideration of Proclaiming October 1981, as "United Way Month."
Recommendation: That the Mayor and City Council officially proclaim
the month of October 1981, as "United Way Month" in the City of
Cypress as requested.
7. Consideration of a Resolution Determining the Median Income in the City.
Recommendation: That the City Council adopt the Resolution by title
only, title as follows, determining the median household income in
the City to be $30,189.

Recommendation: That the City Council authorize the Mayor to notify

authorize the City's voting delegate to support the Resolution at
the annual League conference.
Consideration of Adoption of an Ordinance Adding Alternate Members
to the Senior Citizens Commission.
Recommendation: That the City Council approve the first reading of
the Ordinance adding four (4) alternate members to the Senior
Citizens Commission by title only, title as follows:
An Ordinance of the City Council of the City of Cypress
Amending Section 2-61 of the Cypress City Code Pertaining
to the Senior Citizens Commission.
Consideration of Authorization to Attend the Annual League of Califor-
nia Cities Conference, October 17 - 20, 1981.
Recommendation: That the City Council authorize the Mayor and Members
of the City Council to attend the 83rd Annual Conference of the
League of California Cities to be held on October 17 - 20, 1981,
in San Francisco and be reimbursed for all actual and necessary
expenses incurred.
Consideration of Communication From Mr. Edmond B. Buster, Chairman
of the Community Airport Council, Requesting Support for Changes
in the Takeoff Rules at the John Wayne Airport.
Recommendation: Receive and file.
Consideration of Authorization for the City Manager to Attend t~e
ICMA Annual Conference at Anaheim, California.
Recommendation: That the City Manager be authorized to attend the
ICMA Annual Conference in Anaheim, California on September 20 - 24,
1981 and be reimbursed for all actual and necessary expenses.
15. Consideration of Resolutions of the Orange County League of Cities.
Recommendation: That the City Council request the City's voting delegate
to vote in favor of the Resolutions regarding parental responsibility
for minor children and support of SCA 7 at the League meeting of
September 10, 1981 and, further, authorize transmitting the Resolution
on parental responsibility for the misconduct of minor children to
the State League of Cities for consideration at the annual League
conference.

16~ Consideration of Attendance for the Police Chief at the Annual Con-
ference of the Chiefs of Police in New Orleans, Louisiana.
Recommendation: That the City Council authorize Chief Duke to attend
the Annual Conference of the International Association of Chiefs of
Police in New Orleans, Louisiana on September 26 - 30, 1981 and
be reimbursed for all actual and necessary expenses incurredo
17. Consideration of Purchase of Recreation & Parks Maintenance Equipmento
Recommendation: That the City Council appropriate $52,179 from the
Fund Balance of the General Fund for the purchase of park maintenance
equipment from the Cypress Recreation and Park District.
18. Continuation of Consideration of Group Medical Insurance Premium
Increases.
Recommendation: ~at the City Council approve a month-to-month extension
of the group medical insurance program with Prudential Insurance
Company and request staff to complete the feasibility report on the
possible self-funding medical insurance.

Consideration of Contract Change Order No. 1 for Additional Carpet
Installation, Police Relocation - Oxford Junior High School, Quo-
tation #8182-02, City of Cypress Project No. 8036-90.
Recommendation: That the City Council approve Contract Change Order No~,
1 for additional carpet installation at the Oxford Junior High School
for the police relocation, Quotation #8182-02, in the amount of $615~00.
20. Consideration of Resolution Commending the Tri-Cities "Cypress Gamblers"
Softball Team for Placing 2nd in the 1981 National Tournament.
Recommendation: That the City Coucnil adopt the Resolution by title only,
title as follows, commending the Tri-Cities "Cypress Gamblers"
