Resolution No. 2850RESOLUTION NO. 2850 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS SUPPORTING PROPOSITION B - SENIOR CITIZENS AFFORDABLE HOUSING MEASURE ON THE NOVEMBER 6, 1984 GENERAL MUNICIPAL BALLOT. 135 WHEREAS, the City Council has recognized the need for affordable senior citizens housing in Cypress, evidenced by the existence in 1980 of over 600 senior households that would qualify for affordable housing; and WHEREAS, in the last two years the City Council, with the support of the Cypress Senior Citizens Commission and the Affordable Development Corporation made up of concerned community representatives, has applied for a Federal Grant for an affordable senior housing project of ninety units on the Cypress School property at Lincoln and Grindley; and WHEREAS, since these projects have not been successful, the City Council is now seeking alternate financing plans for senior affordable housing; and WHEREAS, in order to obtain the financial flexibility needed to develop a senior citizens affordable housing project, the California State Constitution requires Cypress voter approval and, therefore, was placed on the November 6, 1984 ballot; and WHEREAS, it is the intention of the City Council to use this voter approval for senior housing only, although the State Constitution mandates the wording of the ballot proposition to include all forms of affordable housing; and WHEREAS, the citizens of Cypress have an additional control of future Council actions by initiative petition, in the event any housing project was determined not to be in the best interest of the community. NOW, THEREFORE, BE IT RESOLVED that the Cypress City Council wishes to restate its support of Proposition B and insure the voters that the measure is intended for senior citizens affordable housing only and to urge all citizens to vote in favor of the measure.
