RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
ADOPTING AN AMENDMENT TO THAT PORTION OF THE MASTER
PLAN OF DRAINAGE AFFECTING DRAINAGE DISTRICTS 1-A, 1-B,
3-N, 3-0, and 3-P
WHEREAS, the City Engineer did prepare and submit to the Planning
Commission of the City of Cypress a proposed amendment to the Master Plan of
Drainage affecting Drainage Districts 1-A, 1-B, 3-N, 3-0, and 3-P; and
WHEREAS, such Planning Commission held a public hearing on March 3,
1966 to consider such an amendment; and
WHEREAS, such Planning Commission determined that said amendment was
necessary to provide adequate drainage within said districts; and
WHEREAS, such Planning Commission did adopt Resolution No. 317
recommending approval of said amendment by the City Council of the City of
Cypress ; and
WHEREAS, such City Council held a public hearing on February 28, 1966,
to consider said amendment.
NOW, THEREFORE, BE IT RESOLVED that the present provisions in the Master
Plan of Drainage affecting Drainage Districts 1-B, 3-N, 3-0, and 3-P be
deleted in their entirety; and the provisions of said amendment affecting
the revision of Drainage District 1-A, including the combining of Drainage
Districts 1-B, 3-N, 3-0, and 3-P with Drainage District 1-A, a copy of which
is attached hereto as Exhibit "A", be approved and adopted.
PASSED AND ADOPTED BY the City Council of the City of Cypress, at a
regular meeting held on the 28th day of February, 1966.

EXHIBIT "A"
1-A HOLDER -MOODY -ORANGE -BALL (Amended March, 1966)
Existing Conditions
The area contained within this District, as shown on Plate A of this
Exhibit, is approximately 441 acres and is bounded generally by Holder
Street on the East- Moody Street on the West; Orange Avenue on the North;
and Ball Road and Carbon Creek Channel on the South. The majority of the
area from Holder Street to Juanita Street; and from Walker Street to Moody
Street is presently developed as single-family residential with some
commercial development adjacent to Ball Road and Moody Street. The area
remaining to be developed is presently zoned for single-family residential,
planned multiple family units and commercial. The natural surface drainage
in this area during a major storm is in a Southwesterly direction to the
Carbon Creek Channel.
Scope of Project
Existing Facilities
1. Existing facilities in Revised Drainage District 1-A (a) extend
in Moody Street from Carbon Creek Channel to Canterbury Drive; (b) entend
in Walker Street from Carbon Creek Channel to approximately 200 feet north
of Ball Road; (c) extend in an easement from Carbon Creek Channel to Joel
Circle; and (d) extend in an easement from Carbon Creek Channel to Mt.
Ripley Drive.
Proposed Facilities
2. Facilities should be constructed in Walker Street from the Carbon
Creek Channel to approximately 1320 feet north of Ball Road; thence Easterly
to Graham Street.
3. At approximately 1320 feet west of Valley View Street from the
Carbon Creek Channel northerly to approximately 1320 feet north of Ball Road.
4. In Valley View Street from the Carbon Creek Channel to approximately
1400 feet north of Ball Road.
These facilities, when coupled with the future improvement of the
Carbon Creek Channel by other agencies, will provide protection against
flood hazard during a storm having expected frequency of recurrence of once
every the years.
Facities to be Constructed
1. Moody Street - Drainage Facility No. I (Existing)
Existing facilities in Moody Street consist of an entry structure at
Carbon Creek Channel, 921 lineal feet of 57 inch R.C.P.; and 812 lineal feet
of 48 inch R.C.P. extending from Carbon Creek Channel to Canterbury Drive,
plus appurtenant laterals and structures.
Other existing facilities are:
(a) In Walker Street consisting of an entry structure at Carbon Creek
Channel, 669 lineal feet of 45 inch R.C.P.; and 69 lineal feet of 39 inch
R.C.P. extending from Carbon Creek Channel to approximately 200 feet north
of Ball Road, plus appurtenant structures.
(b) An entry structure in to Carbon Creek Channel and approximately 57
lineal feet of 18 inch R.C.P. in an easement south of Joel Circle, plus
appurtenant structures.
(c) An entry structure into Carbon Creek Channel and approximately 130
lineal feet of 30 inch R.C. P. in an easement south of Mt. Ripley Drive, plus
appurtenant structures.

2. Walker Street - Drainage Facility No. II (proposed)
At Walker Street and the Carbon Creek Channel construct one,entry
structure. In Walker Street from Carbon Creek Channel to approximately 1320
feet north of Ball Road construct approximately 1858 feet of 54 inch R.C.P.
At this point construct two catch basins and necessary lateral connections.
From this point East construct approximately 615 feet of 24 inch R.C.P. and
two catch basins and necessary laterals. It will be necessary to construct
either a transition structure at Belle Avenue or to reconstruct existing
sewer at this location.
From the existing 39 inch R.C.P. on the east side of Walker Street
approximately 200 feet north of Ball Road in Walker Street construct an
extension of 200 feet of 27 inch R.C.P. It will be necessary to install
four manholes as part of the Walker Street Drainage System.
3. Approximately 1320 feet West of Valley View Street
Drainage Facility No. III - (Proposed)
At Ball Road and the Carbon Creek Channel construct one entry structure.
From this point to the north side of Ball Road construct approximately 95
lineal feet of 42 inch R.C.P. At this point construct two catch basins and
necessary laterals. From this point northerly to approximately 1320 feet
north of Ball Road install 1360 feet of 39 inch R.C.P. At this point
construct a junction structure. Two manholes will be necessary for this
facility.
4. Valley View Street - Drainage Facility No. IV (Proposed)
At Valley View Street and the Carbon Creek Channel construct one entry
structure. From the Carbon Creek Channel northerly construct 125 lineal feet
of 33 inch R.C.P. At this point construct a junction structure, laterals, and
two catch basins. From theUnction structure northerly install approximately
1115 feet of 24 inch R.C.P. At this point construct two catch basins and
necessary lateral. One manhole will be necessary for this facility.
