LEGISLATIVE RECONSIDERATION FOR JUST AND FAIR ADJUDICATION
OF PERSONS CONVICTED OF ACTS CONTRARY TO SOCIETY
WHEREAS, the City Council of the City of Cypress is dismayed and
disturbed by the overwhelming evidence showing increase in crimes and
criminal activity; and
WHEREAS, the City Council of the City of Cypress feels that citizen
awareness of the increasing crime problem can result in measures to prevent
and control these costly and detrimental activities; and
WHEREAS, the City Council is especially alarmed at the erosion of
moral fibre to the youth of America through the use of dangerous drugs,
especially narcotics and LSD; and
WHEREAS, the City Council feels that conscientious efforts by law
enforcement personnel are often handicapped because of court rulings
resulting from legislative enactments that are ambiguous and discretionary.

1. That all citizens are implored to show a greater respect for
law and order with the pledge of utmost cooperation extended to aiding law
enforcement personnel in the discharge of their duties.
