Resolution No. 890480 RESOLUTION NO. 890 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS RELATIVE TO URBAN PLANNING ASSISTANCE WHEREAS, the City of Cypress desires to provide for a planning study contributing to an over-all program for future community development, the preservation of community values, the prevention of conditions tending to cause urban blight, and the promotion of the general health, safety, and welfare of its citizens; and, WHEREAS, the.. State Department of Finance, under authority of Chapter 1641, Statutes of 1959, may provide planning assistance for such a program and receive financial assistance from the Urban Renewal Administration, as authorized by Section 701 of the Housing Act of 1954, as amended (Public Laws, 83rd Congress); now therefore, be it RESOLVED, that the City Council of the City of Cypress hereby requests the State Department of Finance to provide planning assistance under authority of Chapter 1641, Statutes of 1959, with such financial assistance as may be provided by the Urban Renewal Administration, underauthority of Section 701 of the Housing Act of 1954, as amended (Public Laws 860, 83rd Congress). That such planning assistance is more particularly described in a project description that is attached hereto and made a pagt of this resolution as if fully set forth herein. THAT, the City Council of the City of Cypress, subject to approval of such planning assistance by the State and Federal authorities, hereby authorizes: payment to the State Department of Finance of a sum not to exceed $ 4,371 and, use of personnel of the City of Cypress fortechnical assistance in this project, which assistance'has an esti- mated value of $5,600. THAT, the total estimated cost of the. City of Cypress' project as planned is $30,000. - - THAT THE Mayor of the City of Cypress be, and he hereby is, authorized and empowered to execute in the -name of'the City all'necessary' applications, contracts, and agreements to 'implement and carry out the purposes specified in this resolution. SCOPE OF PROGRAM I. Purpose A. To develop a Community Design Plan as an Element of the General Plan for the City of Cypress in order to: 1. Give character, identity, and continuity to the entire City. 2. Guide the design of public works, especially street improvements, and private development toward a distinctive, high quality community identity and appearance. B. To recommend priorities and implementation measures to establish the City's image in an orderly way. C. To develop a detailed plan for a portion of Lincoln Avenue which is the City's gateway, its busiest arterial, an example of obsolescent highway strip development, whose future is of critical economic and visual importance to the City and region. D. To provide information for the citizen Physical Environmental Committee, which will lead to a Goals Study for updating of the General Plan. II. Work Program Elements A. Mapping.. Aerial photographs at 200' scale to be used as base maps for visual survey and general aid to planning. B. Socio-economic survey. An interview -type sample survey to obtain basic socio-economic data (family size, ages, educational level, income, place and type of employment, shopping habits) plus community attitudes and desires, to be used for present needs and coming review and updating of General Plan. C. Research and Analysis 1. City will furnish and Consultant will review and analyze the following data: a. General Plan and related documents. b. Circulation plans and inventory of streets, parking, street furniture, signing, signalization, lighting, and related standards, practices, and programs. d. Public facilities plans and inventory, including park, recreation, fire station, school and other facilities -- location, size, use, attendance areas. e. Utilities: Water, electricity, gas, telephone" distribution and easements; fire protection and hydrant location; sewers, police and fire communications needs. f. Drainage and flood control plans and inventory. g. Ordinances: Zoning, subdivision, sign, etc. h. Socio-economic data. i. List of community organizations. j. Lincoln Avenue Project data: Assessed values, detailed land use, ownership, related data. 2. Visual Survey. Consultants will conduct a'detailed visual survey of the community to catalog assets, liabilities, and opportunities. This survey will encompass all neighborhoods and will give particular attention to the following major elements, plus such others as may become apparent: Civic Center, Cypress Junior College, tank farm, Los Alamitos Race Track and Golf Course, flood control facilities and retarding basin, highways and streets, railroads, schools, parks, cemetery, for utilization in Community Design Plan. 3. Site Analysis. Consultant will gather and analyze data on topography, climate, soils conditions, etc. D. Community Design Plan Formulation 1. Consultants will develop in schematic form alternate concepts which will establish community character and integrate major elements. 2. Consultants will develop basic landscape design vocabulary to accent focal points and provide continuity. Specific recommendations will be provided for plant materials, street furniture, paving materials, lighting, graphics, architectural form and materials, etc. 4. Consultants will develop basic design standards to be used in implementation of Community Design Plan and to serve as framework for application of landscape design vocabulary. Standards may include size and massing of buildings; open space utilization; treatment of street rights-of-way; treatment of utilities in open spaces, rights-of-way, or easements; signing and graphic display; maintenance standards. 5. Proposals will be discussed and coordinated with City departments and other appropriate agencies and with citizen groups. E. Lincoln Avenue Project. 1. Detailed plans will be developed for a portion of Lincoln Avenue (portion to be determined in consultation with Planning Director) to demonstrate what public agencies can do in highway right-of-way and what private developers can do to complement public efforts. Plans shall utilize design standards and vocabulary developed in Community Design Plan. 2. Plans shall be coordinated with appropriate agencies.,. P. Implementation Recommendations 1. Consultants shall, in association with public officials and citizens' group, explore relevant means of implementing Community Design Plan and policies: legal, administrative, fiscal, capital improvement programming, coordinating public improvements, and other activities and programs—public and private -- which will help develop community identity. 2. Consultants will recommend priorities for capital improvement projects relating to Community Design Plan. 3. Consultants will recommend ways in which community groups and individuals can participate in implementation. and may suggest activities and programs to build and enhance community identity. G. Report and Exhibits 1. A final report will be prepared incorporating the research and analysis and presenting the Community Design Plan, RESOLITTTnm ran Ron 481, Work Program Community Design Plan Element Lincoln Avenue Project, and implementation proposals. The report shall consist of text, drawings, and maps. 2. Exhibit panels and a slide presentation will be prepared to supplement the report and facilitate public understanding of the Plan. H. Meetings. Consultant will be available for a maximum of ten meetings and presentations with community groups and governmental bodies, in addition to coordination meetings as necessary with Planning Director and other public officials. Schematic map, black and white, reproducible, 800' scale, showing existing major elements, general neighborhood character, neighborhood boundaries. 2. Schematic maps and drawings, B/W, reproducible, at appropriate scales, showing alternate concepts, proposed focal points, open space systems, highway treatment, etc. Lincoln Avenue: 4. Schematic and detailed maps and drawings, B/W, reproducible, 400' and 200' scale as needed. S. Final Report. Offset. Fifty copies. Approximately 60 pages, plus maps, drawings, photographs, etc. 6. Exhibit panels, four to six, B/W and color illustrations. 7. Slides.
