A RESOLUTICN OF THE CITY COUNCIL OF THE CITY OF CYPRESS
SUPPORTING THE POSITION OF MCDCNNELL DOUGLAS CORPORATION
IN THE CONTINUED USAGE OF THE MD -8O AIRCRAFT AT
THE JOHN WAYNE AIRPORT.
WHEREAS, the Orange County Board of Supervisors will soon consider
an out-of-court settlement of lawsuits between the County and the City
of Newport Beach over the John Wayne Airport Airline Access Plan; and
WHEREAS, McDonnell Douglas Corporation opposes the Board's
consideration due to its potentially wide -spread adverse affects; and

WHEREAS, McDonnell Douglas Corporation is the only Southern
California manufacturer of commercial aircraft, with 12,000 company
employees and subcontractor and supplier employees living in Orange
County; and
WHEREAS, McDonnell Douglas Corporation potentially faces the demise
of the usage of its MD -8O aircraft at John Wayne Airport and potentially
in the future at other medium airports, irrespective of the fact that
the MD -80 was the first aircraft certificated to the stringent standards
of the Federal Aviation Administration's Phase III regulations on
Community Noise; and
WHEREAS, McDonnell Douglas Corporation understands the dilemma
faced by Orange County officials in attempting to meet airport
requirements and also satisfy public concerns over increased air traffic
and noise; and
WHEREAS, McDonnell Douglas Corporation contends that the smaller
Seattle -built Boeing 737-700 jets, comparable to the MD -80, possess only
a few lower decibel difference in take -off noise, a difference which is
not of adequate significance to necessitate jeopardizing the economic
stability of McDonnell Douglas and its employees, nor be of concern to
residents whom it is claimed should not find the decibel difference
discernible; and
WHEREAS, the Board's consideration could lead to the discontinuance
of the MD -80 aircraft, drastically reducing MD -80 sales, and, thus, the
marked reduction of aircraft manufactured locally; and
WHEREAS, the reduction or discontinuance of production of the MD -80
aircraft would adversely affect the Orange County labor and business
market (i.e., unemployment for Orange County residents who are employees
of McDonnell Douglas Corporation, their subcontractors and suppliers
who reside in Cypress and many Orange County communities).
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Cypress supports the position of McDonnell Douglas Corporation and the
continued usage of the MD -80 aircraft at John Wayne Airport and urges
the Orange County Board of Supervisors and all Orange County Cities to
support the use of McDonnell Douglas MD -8O aircraft and oppose the
proposed use of sub -classifications within Federal Aviation
Administration's designated Stage III aircraft in any settlement
agreement over the John Wayne Airport Airline Access Plan.
PASSED AND ADOPTED by the City Council of the City of Cypress at a
regular meeting held on the 12th day of August 1985.
