AWARD OF CONTRACTS:
1. Consideration of Contract for Tree Inventory Computer Program.
Consideration of Award of Construction Contract for the Removal of Street
Trees and Repairs of Curb, Gutter, and Sidewalk on Julie Beth, Ethel,
and Barbara Anne Streets, City of Cypress Project No. 8213-90.
CONSENT CALENDAR:
All matters listed on the agenda under "Consent Calendar" are to be considered
by the City Council to be routine and will be enacted by one motion approving
the recommendations listed on the agenda.
3. Motion to Introduce and/or Adopt all Ordinances Presented for Consideration
by Title Only and to Waive Further Reading.
4. Consideration of a Request for Waiver of Admission Tax by The St. Mary's
Hospital Guild, Inc.
Recommendation: That the City Council waive the admission tax requirement
for the St. Mary's Hospital Guild, Inc., for the "Night at the Races"
on June 9, 1982, at the Los Alamitos Race Course.
5. Consideration of Proclaiming April 18 - 24, 1982, as "Victims' Rights
Week."
Recommendation: That the Mayor and City Council officially proclaim the
week of April 18 - 24, 1982, as "Victims' Rights Week" in the City of
Cypress as requested.
6. Consideration of Proclaiming April 18 - 24, 1982, as "Volunteer Recognition
Week."
Recommendation: That the Mayor and City Council officially proclaim the week
of April 18 - 24, 1982, as "Volunteer Recognition Week" in the City of
Cypress.
7. Consideration of Proclaiming the Period of May 8 - 15, 1982, as "AIA Cele-
bration of Architecture Week."
Recommendation: That the Mayor and City Council officially proclaim the
period of May 8 - 15, 1982, as "AIA Celebration of Architecture Week"
in the City of Cypress as requested.

Recommendation: That the Mayor and City Council officially proclaim
the month of May 1982, as "Mental Health Month" in the City of
Cypress.
Consideration of an Application for Alcoholic Beverage License Transfer
Filed by H. Tabatabai-Jolfai, D.B.A. Lantern Pizza, 9921 Walker
Street, Cypress.
Recommendation: Receive and file.
Consideration of Claim for Damages Filed by Phillip E. Solomon, Attorney,
on Behalf of Norma L. Woodin.
Recommendation: That the City Council officially reject the subject
claim and refer it to the City's Claim Adjuster, Carl Warren & Co.,
for appropriate disposition.
Consideration of Acceptance of Improvements and Release of Bonds for
Tract No. 11034 (West Side of Moody Street, North of Lincoln Avenue).
Recommendation: 'Ihat the City Council accept the public improvements
in Tract No. 11034 as being satisfactorily completed in accordance
with the Plans and Specifications and authorize the City Clerk to
release the Monumentation Bond and the Labor and Material Bond upon
expiration of their required lien periods, providing no mechanic liens
are filed, with the Performance Bond to be held for one year from the
date of acceptance to guarantee against any defects in material or
workmanship.
Consideration of a Request From the St. Irenaeus Fiesta Committee for
Waiver of Fees for the St. Irenaeus Catholic Church's Annual Fiesta.
Recommendation: That the City Council grant the request to waive all
required fees for the St. Irenaeus Catholic Church's 19th Annual
Fiesta to be held on June 26 and 27, 1982, with the condition that
no-fee building and electrical permits be obtained for carnival
activities.
Consideration of Legislative Bulletin No. 13 From the League of California
Cities Dated March 26, 1982.
Recommendation: That the City Council direct staff to prepare responses
for the Mayor's signature to the appropriate officials expressing the
City's opposition to AB 2638 (Papan) and SB 1440 (Dills) - Proposed
Extension of Billboard Moratoriums.
Consideration of Financial Statements for the City of Cypress for the
Fiscal Year Ending June 30, 1981.
Recommendation: Receive and file.
Consideration of Attendance to the Public Risk and Insurance Management
Association's 3rd Annual Conference.
Recommendation: That the City Council authorize the attendance of the
Assistant to the City Manager/Management Services, David Barrett, to
the 3rd Annual Conference of the Public Risk and Insurance Management
Association in San Antonio, Texas, on June 2 - 5, 1982, and be reim-
bursed for all actual and necessary expenses.

16. Consideration of Disposal of Building at Eucalyptus Park, City of
Cypress Project #8222-90 (Orangewood & Valley View).
Recommendation: That the City Council authorize offering the existing
building located at Eucalyptus Park, free of charge, under the terms
and conditions outlined.
17. Consideration of Communication From the City of Brea in Opposition
to AB 2447 Regarding Redevelopment Tax Increment and School Revenues.
Recommendation: Receive and file.
18. Consideration of SB 1626 Amending the Brown Act to Include City Council
Committees.
Recommendation: That the City Council authorize the Mayor to send a
letter of opposition to SB 1626 to the appropriate State legislators.
19. Consideration of a Resolution From the City of Avalon Protesting Air
Pollution Generated by Los Angeles and Orange County Cities.
Recommendation: Receive and file.
20.
Consideration of Resolution From the City Council of the City of Orange
Urging the State Board of Prison Terms to Rescind the Release of
Gregory Ulas Powell.
Recommendation: Receive and file.
21. Consideration of Attendance at the New Mayors and Council Members Institute.
Recommendation: That the City Council authorize any member of the City
Council who is able to attend the Institute and be reimbursed for all
actual and necessary expenses.
22.
Consideration of Communications From the South Coast Air Quality Manage-
ment District Regarding AB 2660 Which Changes the Method of Appointment
to the District's Board and Expressing Concern Over the Allocation
of Local Assistance Funds to the State Air Resources Budget.
Recommendation: Based on these communications, it would seem appropriate
that the City Council direct a communication to the appropriate State
legislators opposing those actions including AB 2660 and allocation
of any local funding to the Air Resources Board's budget which will
place additional authority at the State level at the expense of the
local Air Quality Management District.
