RESOLUTION NO. 2518
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
AND ACTING AS THE EX -OFFICIO GOVERNING BOARD OF DIRECTORS
OF THE CYPRESS RECREATION AND PARK DISTRICT, A SUBSIDIARY
DISTRICT OF THE CITY, ADOPTING AND IMPLEMENTING A REVISED
AND UPDATED CITY/DISTRICT AFFIRMATIVE ACTION PLAN AND
REAFFIRMING THE CITY/DISTRICT'S COMMITMENT TO THE POLICY
OF EQUAL EMPLOYMENT OPPORTUNITY.
WHEREAS, Chapter 1,Sec.1.O4 of the City/District's Personnel Rules
and Regulations prohibits employment discrimination on the basis of race,
religion or political opinions; and
WHEREAS, Title 7 of the Civil Rights Act of 1964, as amended by the
Equal Opportunity Act of 1972, outlaws employment discrimination on the basis
of race, color, religion, sex or national origin; and
WHEREAS, the City/District is committed to a policy of Equal Employment
Opportunity in the recruitment, hiring, retention and training of persons in
all job classifications, without regard to race, color, religion, sex, national
origin, age, political affiliation, physical handicaps or cultural differences;
and
WHEREAS, the City/District is committed to a policy to ensure that promotion
decisions are in accord with the principles of Equal Opportunity by imposing
only valid requirements and competitive selection processes for promotional
appointment considerations; and
WHEREAS, the City/District is committed to a policy to ensure that all
other personnel actions such as compensation benefits, transfers, layoffs,
return from layoffs, training, education tuition assistance, social and recrea-
tion programs, will be administered on the principle of Equal Employment Oppor-
tunity; and
WHEREAS, Equal Employment Opportunity, as defined in law and governmental
regulations, requires affirmative steps to ensure the fairest utilization of
minorities and women in the work force and it is the intention of the City/Dis-
trict to adhere to both the letter and spirit of these laws and regulations;
and
WHEREAS, the City/District pledges itself to a program of active Affirma-
tive Action as a most viable method to ensure true equality of employment and
work environment without discrimination; and
WHEREAS, a comprehensive Affirmative Action Plan for Equal Employment
Opportunity dated June 1974 has been passed and adopted by the City Council
of the City of Cypress at a regular meeting held on the 10th day of June 1974.
NOW, THEREFORE, BE IT RESOLVED that the Cypress City Council and acting
as the ex -officio governing Board of Directors of the Cypress Recreation and
Park District, does hereby:
1. Adopt a revised, updated Affirmative Action Plan dated May 1982.
2. Reaffirm its commitment to Equal Opportunity for all persons regardless
of race, color, sex, religion, national origin, age, political affilia-
tion, physical handicaps, or cultural differences.
PASSED AND ADOPTED by the City Council of the City of Cypress and acting
as the ex -officio governing Board of Directors of the Cypress Recreation and
Park District, at a regular meeting held on the 24th day of May 1982.
