RESOLUTION NO. 2545
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CYPRESS APPROVING CONDITIONAL USE PERMIT NO. 82-10 -
WITH CONDITIONS.
TIIE CITY COUNCIL OF THE CITY OF CYPRESS HEREBY FINDS, RESOLVES,
DETERMINES, AND ORDERS AS FOLLOWS:
1. That an Application was filed for a conditional use permit in
accordance with the provisions of Section 17.2 of the Zoning Ordinance of
the City of Cypress to establish a church and mission in conjunction with
a pastor's residence and existing recreational vehicle storage yard at
4901 and 4911 Orange Avenue.
2. That the City Council, after proper notice thereof, duly held a
public hearing on said Application as provided by law.
3. That the City Council hereby finds that:
a. The proposed location of the conditional use is in accord
with the objectives of the Zoning Ordinance and the purpose of the
zone in which the site is located is:
Intended as an area for single-family, urban residential
development on minimum lot sizes of 6,000 square feet and
maximum densities of 5.0 dwelling units per acre. Only
those additional uses are permitted that are complimentary
to, and can exist in harmony with, a residential neighbor-
hood.
b. The proposed location of the conditional use and the conditions
under which it would be operated or maintained will not be detrimental
to the public health, safety or welfare or be materially injurious to
properties or improvements in the vicinity in that:
(1) The subject property is of adequate size to accommodate
congregational parking needs by reducing or eliminating
the commercial storage of recreational vehicles which
presently occurs toward the rear of the property.
(2) The church's pastor will reside on the premises to
maintain the property's security and will only conduct
religious services on Sundays for a congregation of
approximately 25 members.
(3) All congregational parking will be required to occur on
the property and not adjoining public streets or the
neighboring commercial shopping center.
c. The proposed conditional use will comply with each of the
applicable provisions of the Zoning Ordinance except for approved
variances or adjustments.
4. The City Council DOES HEREBY GRANT said conditional use permit,
subject to the conditions attached hereto as Exhibit A."
PASSED AND ADOPTED by the City Council of the City of Cypress at a
regular meeting held on the 26th day of July 1982.

EXHIBIT "A"
CONDITIONAL USE PERMIT NO. 82-10
1. All applicable conditions of Conditional Use Permit No. 73-21 are hereby
incorporated into the approval of Conditional Use Permit No. 82-10.
2. All future signing for the church is subject to review and approval by
City staff prior to its installation.
3. All conditions of occupancy stipulated by the Orange County Eire Marshal's
Office and City Building Department shall be satisfied.
4. Onsite parking shall only be allowed on the subject site within desig-
nated parking spaces as shown on the site plan.
S. The church parking arca shall be paved and striped to reflect the parking
plan, prior to occupancy or any use of the property for church related
gatherings or services.
6. Prior to occupancy, a Parcel Map shall be recorded with the County
Recorder, consolidating the two (2) existing parcels into one (1).
7. Plans shall be submitted for staff approval detailing the conversion of
the single family residence at 4901 Orange Avenue to a church assembly
building, including interior alterations and exterior architectural
features.
8. Adequate onsite parking shall be provided at all times to accommodate the
public assembly parking demand. Should the congregation needs exceed
the number of available parking spaces, the recreational vehicle storage
area shall be reduced in size or eliminated to provide additional public
parking.
