RESOLUTION N0. 2604
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CYPRESS APPROVING CONDITIONAL USE PERMIT NO. 82-18 -
WIT11 CONDITIONS.
THE CITY COUNCIL OF THE CITY OF CYPRESS HEREBY FINDS, RESOLVES,
DETERMINES, AND ORDERS AS FOLLOWS:
1. That an Application was filed for a conditional use permit in
accordance with the provisions of Section 17.2 of the Zoning Ordinance of
the City of Cypress to allow the outdoor storage of recreational vehicles,
including boats, trailers and cars, on a portion of the property owned by
Hyatt Die Cast G Engineering Corporation, 4656 Lincoln Avenue.
2. That the City Council, after proper notice thereof, duly held a
public hearing on said Application as provided by law.
3. That the City Council hereby finds that:
a. The proposed location of the conditional use is in accord with
the objectives of the Zoning Ordinance and the purpose of the zone in
which the site is located is:
Intended as an area for light industrial and limited service
commercial uses that can meet high performance standards but
that frequently do not meet site development standards
appropriate to planned research and development of industrial
parks.
b. The proposed location of the conditional use and the conditions
under which it would be operated or maintained will not be detrimental
to the public health, safety or welfare or he materially injurious to
properties or improvements in the vicinity in that:
(1) Conditions have been imposed upon the conditional use
permit which will restrict the hours of business
operation, require property improvements such as
replacement of dead landscaping and overall improve
the visual appearance of the subject property.
(2) The City Council retains the right to modify business
hours of operation or revoke the conditional use
permit should the business become detrimental to
adjacent properties in the surrounding community.
c. The proposed conditional use will comply with each of the
applicable provisions of the Zoning Ordinance except for approved
variances or adjustments.
4. The City Council DOES HEREBY GRANT said conditional use permit,
subject to the conditions attached hereto as Exhibit "A."
PASSED AND ADOPTED by the City Council of the City of Cypress at a
regular meeting held on the 10th of January 1983.

CONDITIONAL USE PERMIT NO. 82-18
1. The property owner shall remove all debris from the open parking area
including weed growth in the perimeter landscape planters. All
unhealthy or dead landscaping in the perimeter planters shall also be
removed and replaced at the direction of City staff, prior to the
storage of any vehicle. All perimeter landscaping shall be maintained
in a healthy, weed free condition to the satisfaction of City staff.
An automatic landscape irrigation system shall be installed in all
perimeter landscape planters within one (1) year from commencement of
the storage business.
2. A topographic survey of the proposed storage area shall be made to
establish existing drainage flow patterns and submitted to the
Engineering Department for review. As necessary, drainage shall be
solved to the satisfaction of the Public Works Director.
3. The existing asphalt pavement in the entrance driveway and storage area
shall be repaired and rejuvenated with slurry seal or asphalt capping
to the satisfaction of the Public Works Director. Vehicle parking will
not be allowed on any dirt or deteriorated asphalt area. The designated
paving storage arca shall be striped pursuant to a parking plan approved
by City staff and the Orange County Piro Marshal's Office.
4. Stored and employee vehicles shall not be parked within thirty-five feet
(35') of the south or east property linos. The thirty-five foot (35')
setback area shall consist of the ten foot (10') wLde perimeter landscape
planter and a twenty-five foot (25') wide security/emergency vehicle
access aisle. The access aisle shall remain clear of all vehicles,
mechanical equipment, trash dumpsters and any other material storage.
Dependent upon the number and location of stored recreational vehicles,
the City may require security lighting which shall be shielded so that
direct rays will not shine on adjacent residential property.
6. Access to the storage yard shall be limited to the primary improved
driveway along the west side. Access will not be permitted over the
unimproved driveway casement to the easterly side of the property.
7. Storage shall be limited to licensed and operable recreational vehicles,
travel trailers, utility trailers, boats with trailers, camper trucks
and automobiles. Detached campers, shells and other recreational
accessories may be stored in a designated area if properly supported
and secured. Commercial trucks, trailers, equipment and other
non -recreational vehicles and accessories are specifically prohibited.
8. Vehicles stored on the property must be maintained in a condition
suitable for travel on public streets. The property owner shall not
permit the dismantling, overhaul or repair of any stored vehicle other
than cleaning.

9. The City Council shall maintain ongoing jurisdiction over the hours of
public access to the storage yard. The Council may at its discretion
limit the hours of public access to those deemed necessary to eliminate
any potential impacts upon adjoining homes. The hours of public access
to the storage yard, which represent the business hours of operation,
shall be limited from 9 a.m. to 5 p.m. daily unless amended by the City
Council. Stored vehicles may only be operated, removed or returned to
the storage yard during these business hours of operation. A designated
valet parking area adjacent to the Lincoln Avenue entrance may be used
for the pick up and delivery of vehicles after business hours of operation.
However, valet shuttle to the storage yard shall only occur during
business hours.
10. All future signs identifying the vehicle storage business shall be
reviewed and approved by City staff prior to their installation.
11. Adequate employee parking for the manufacturing business shall be
maintained in accordance with minimum requirements of the City Zoning
Ordinance.
12. The westerly drive approach on Lincoln Avenue in front of this develop-
ment shall be removed and replaced with sidewalk and full height curb
and gutter according to City standards. The holes in the easterly
driveway approach shall be cleaned to a depth of six inches (6") and
filled with concrete.
13. One 22,000 ZIPS street light on a Harbclitc standard shall be installed
twenty feet (20') wcst of the easterly drive approach.
14. The City Council shall maintain the right to modify this conditional
use permit by adding or amending conditions of approval or revoke said
conditional use permit should the Council determine that the subject use
is being operated or maintained in a manner detrimental to the public
health, safety, or welfare, or materially injurious to properties or
improvements in the vicinity.
15. The property owner shall not commence the vehicle storage business prior
to satisfying all applicable conditions of this conditional use permit.
16. Security guard dogs are prohibited from the property.
17. A sanitary dump station shall be provided near the Lincoln Avenue
entrance subject to the approval of City staff and the Orange County
Health Department.
18. Vehicle storage and cleaning shall be limited to the easterly three
hundred and sixteen feet (316') of the property.
19. Stored vehicles, employee vehicles, trash dumpsters or other outdoor
mechanical or material storage shall be prohibited the full length of
the property between the westerly property line and the building
structures.
20. The dumping of any chemical, holding tank waste water or other unsani-
tary, toxic, odorous or unhealthy substance into public storm drains,
gutters or the control channel is strictly prohibited.

21. Prior to the storage of any recreational vehicle on the property, the
easterly and southerly perimeter block walls shall be raised in height
to a minimum of seven feet (7') in a manner acceptable to adjacent home
owners and subject to approval by City staff.
22. The twenty-five foot (25') wide perimeter vehicle and emergency access
driveway shall be stripped as such and designated "No Parking" on the
pavement surface every one hundred and fifty feet (150') along the
driveway.
