Consideration of Award of Construction Survey Contract, Cerritos Avenue Improvements, AHFP No. 1053, City of Cypress Project No. 8013-10. Consideration of Award of Contract for the Construction of Cerritos Avenue From Walker Street to 600' E/o Valley View Street, AHFP No. 1053, City of Cypress Project No. 8013-10. 3. Consideration of Lease/Purchase Agreement for City of Cypress Prime Computer Equipment, Request for Quotation No. 8182-42. CONSENT CALENDAR: All matters listed on the agenda under "Consent Calendar" are to be considered by the City Council to be routine and will be enacted by one motion approving the recommendations listed on the agenda. 4. Motion to Introduce and/or Adopt All Ordinances Presented for Considera- tion by Title Only and to Waive Further Reading. 5. Consideration of Renewal of Towing Service Contract. Recommendation: That the City Council approve the renewal of the contract for auto towing service with the Cypress Auto Tow for a period of one year, ending June 30, 1983, with the same conditions and rates exist- ing in the current contract. Consideration of Request for Waiver of Admission Tax, American Cancer Society. Recommendation: That the City Council waive the admission tax require- ment for the American Cancer Society's "Night at the Races" to be held on July 15, 1982, at the Los Alamitos Race Course. 7. Consideration of Proclaiming May 1982, as "Better Hearing and Speech Month." Recommendation: That the Mayor and City Council officially proclaim the month of May 1982, as "Better Hearing and Speech Month" in the City of Cypress. 8. Consideration of "Share Health Day" Proclamation. Recommendation: That the Mayor and City Council officially proclaim Friday, May 14, 1982, as "Share Health Day'~ in the City of Cypress as requested. CITY COUNCIL AGENDA May 10, 1982 CONSENT CALENDAR(Continued): 9. Consideration of Proclaiming the Week of May 23 - 29, 1982, as "National Public Works Week." Recommendation: That the Mayor and City Council officially proclaim the week of May 23 - 29, 1982, as "National Public Works Week" in the City of Cypress. 10. Consideration of "Clean Air Week" Proclamation. Recommendation: That the Mayor and City Council officially proclaim the week of May 24 - 30, 1982, as "Clean Air Week" in the City of Cypress. 11. Consideration of Resolutions and Budget From the Orange County Division of the League of California Cities. Recommendation: That the City Council request the Mayor as the voting delegate to the League to support the Resolution opposing the Governor's budget proposal to reallocate funding for the South Coast Air Quality Management District to the State Air Resources Board and the Resolution supporting the Orange County Transportation Commission's proposal for the 1982 State Transportation Improvement Program and also support the Division's budget as submitted. 12. Consideration of Recommendation of Traffic Commission Meeting of April 20, 1982. Recommendation: That the City Council approve the recommendations of the Traffic Commission as outlined in the report which did not change the marked crosswalk at Ball Road and Grindlay Street and adopt the Resolution by title only, title as follows, establishing "No Parking" area on Lincoln Avenue, south side, from Cobblestone Way to 270' west of Cobblestone Way. a. A Resolution of the City Council of the City of Cypress Establishing "No Parking" Areas. 13. Consideration of Purchase of Rustrak Recorder to Measure Charging Cycle of Electric Vehicles. Recommendation: That the City Council approve the expenditure of $340.00 for the purchase of a Rustrak Recorder and Shunt from funds in Account Number 409. 14. Consideration of Final Tract Map #11268(Orange Avenue, south side, west of Walker Street). Recommendation: That the City Council approve Final Tract Map #11268 and authorize the City Clerk to sign the record map. 15. Consideration of Assembly Bill 2577 - Off-Track Horse Race Betting. Recommendation: That the City Council direct staff to prepare letters for the Mayor's .signatUre to the appropriate officials expressing the City's opposition to Assembly Bill 2577 - Off-Track Betting. 16.' Consideration of Proposed Position Classification Amendment. Recommendation: That the City Council adopt the Resolution by title only, title as follows, amending the Position Classification Plan for the positions of Associate Planner and Administrative Assistant/Public Works as outlined id the report. - 2 - CITY COUNCIL AGENDA May 10, 1982 CONSENT CALENDAR(Continued): ae A Resolution of the City Council of the City of Cypress Amending Resolution No. 975 by Adding Class Specifications for the Positions of Administrative Assistant/Public Works and Associate Planner to the Position Classification Plan for Employees in the Service of the City of Cypress. 17. Consideration of Request to the California Horse Racing Board to Allow a Longer Transition Between Racing Meets at the Los Alamitos Race Course. Recommendation: That the City Council authorize the Mayor to transmit a communication to the California Horse Racing Board requesting more days between the race meets at Los Alamitos and requesting that the City Council be advised when the hearing on this matter is being held. 18. Consideration of Charter Amendment Regarding Council Reorganization in Odd-Numbered Years. Recommendation: Receive and file. Recreation & Park District Matters: 19. Consideration of Claim for Damages Submitted by Craig R. Adam. Recommendation: That the City Council, acting as the ex-officio governing Board of Directors of the Cypress Recreation and Park District, receive and file this matter. PUBLIC HEARINGS - 7 P.M.: 20.
