RESOLUTION NO. 2676
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CYPRESS APPROVING PARCEL MAP NO. 83-1137 - WITH
CONDITIONS.
WHEREAS, an application was made by MDC Realty (McDonnell Douglas
Corporation) to create two additional parcels of land from an existing
parcel for the purpose of constructing Plaza Drive from McDonnell Drive
to Valley View Street, in the BP -20,000 Business Park Zone.
WHEREAS, the City Council considered evidence presented by the
Applicant, City staff and other interested parties at a public meeting
held with respect thereto.
NOW, THEREFORE, the City Council of the City of Cypress, DOES HEREBY
RESOLVE as follows:
1. The proposed map, in accordance with Section 66473.5 of the State
Subdivision Map Act, is compatible with the objectives and policies of the
General Plan of the City of Cypress.
2. The design and improvement of the proposed subdivision as desig-
nated on the tentative parcel map and incorporated herein by reference is
compatible with the requirements of the City's Zoning Ordinance and is
consistent with the McDonnell Specific Plan which City Council approved in
April 1982.
NOW, THEREFORE, BE IT FURTHER RESOLVED that the City Council of the
City of Cypress DOES HEREBY APPROVE Parcel Map No. 83-1137 subject to the
conditions in Exhibit "A" attached.
PASSED AND ADOPTED by the City Council of the City of Cypress at a
regular meeting held on the 25th day of July 1983.

PARCEL MAP NO. 83-1137
1. The developer shall conform to all applicable provisions of the City
Code. All requirements of the State Subdivision Map Act and the City's
Subdivision Ordinance shall be satisfied.
2. Plaza Drive from McDonnell Drive to Valley View Street shall be dedi-
cated and fully improved with curb, gutter, sidewalk, paving, etc., in
accordance with the Master Plan of Streets and Highways and Specific
Plan No. 82-1. Plaza Drive shall have a total right-of-way width of
eighty-four feet (84'). Curb returns at the intersection of McDonnell
Drive and Valley View Street shall have a radius of thirty-five feet
(35'). The corner cutoff shall he dedicated to the City of Cypress
for roadway purposes.
3. Street structural sections shall be based on the recommendation and
soils report prepared by an engineering firm acceptable to the City
Engineer, with street structural sections to be determined by using
an applicable T.I. (Traffic Index) of 7.5. The minimum flowline grade
in streets shall be 0.20%. All existing public improvements at the
development site which are damaged, cracked, or otherwise below
standard, shall be removed and replaced to the satisfaction of the
City Engineer.
4. Developer shall conform to all conditions imposed by the Traffic
Commissioner.
5. Street lights shall be installed per City Standards on Plaza Drive
and on the west side of Valley View Street. Street name signs and
traffic signs shall be installed per City Standards. Necessary fire
hydrants shall be installed in accordance with Fire Department
requirements and City Standards.
6. The Bolsa Chica Channel shall be covered at Plaza Drive per City of
Cypress and Orange County Fire Department Standards.
7. Upon the development of any of the remaining parcels at the McDonnell
Plaza site, a traffic signal will be required at the intersection of
Plaza Drive and Valley View Street.
8. A northbound left turn pocket on Valley View Street at Plaza Drive and
a median island on Valley View Street from Plaza Drive to the railroad
to the north shall be constructed per City Standards.
9. Prior to the development of Parcel No. 2 of Parcel Map No. 83-1137,
all remaining public improvements per Master Plan of Streets and
Highways and Specific Plan No. 82-1 shall be installed along Katella
Avenue and Valley View Street.

10. Developer shall provide the City with a Certificate of Insurance
evidencing a comprehensive liability insurance policy(s) with a com-
bined single limit of not less than $500,000 each occurrence in con-
nection with the work performed. Certificate shall include the City
as additional insured. Policy shall include the City, its Council,
officers, members of boards or commissions and employees are hereby
declared to be additional Named Insureds with respect to all claims,
actions, damages, liabilities and expenses, including attorney's fees,
arising out of or in connection with the work to be performed under
the development executed by the Named Insured and City, including any
act or omission of employees, agents, subcontractors, or their
employees. Such certificate shall have a thirty (30) day cancellation
notice to the City of Cypress.
11. Fees required for improvements are as follows:
a. Final subdivision map filing fee.
b. Engineering plan checking and inspection fee.
c. Advanced street light energy charges shall be paid (for a one-year
period).
d. Compaction tests.
