RESOLUTION NO. 2683
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
PROVIDING GUIDELINES WITH RESPECT TO THE POSTING OF
POLITICAL SIGNS.
WHEREAS, the City Council of the City of Cypress desires to afford
candidates for elective office and proponents and opponents of ballot
propositions a reasonable opportunity to inform the voters of the City of
Cypress of their respective candidacies and/or positions with respect to
ballot propositions through the posting of signs within the City; and
WHEREAS, the City Council of the City of Cypress also wishes to afford
the voters of the City of Cypress a reasonable opportunity to become informed
with respect to such matters by means of political signs; and
WHEREAS, the City Council of the City of Cypress finds and determines
that political signs which have been posted for extended periods of time in
areas in which commercial signs would not be permitted pursuant to the Code
of the City of Cypress tend to detract from the orderliness and attractiveness
of the City's appearance; and
WHEREAS, the City Council of the City of Cypress wishes to encourage all
candidates for elective offices and proponents and opponents of ballot proposi-
tions to limit the time during which political signs are posted within the
City.
NOW, THEREFORE, the City Council of the City of Cypress HEREBY DOES RESOLVE
that:
SECTION 1. It is the policy of the City of Cypress that no sign related
to any election be posted (other than subject to the regulations applicable to
commercial signs) except during the period beginning 45 days prior to and ending
10 days after the election to which they relate.
SECTION 2. It is further the policy of the City of Cypress that no sign
related to any election be posted within the public rights of way in the City
of Cypress and that specifically no such sign shall be posted on utility poles
located within the public rights of way. City personnel will be used to remove
any such signs posted within public rights of way.
SECTION 3. The City Clerk of the City of Cypress hereby is authorized and
directed to provide each candidate for the Cypress City Council with a copy of
this resolution at the time such candidate files his or her candidacy with the
City Clerk.
SECTION 4. The City Clerk of the City of Cypress is hereby further autho-
rized and directed to provide copies of this resolution to candidates for offices
other than the Cypress City Council (and/or their respective committees) and to
proponents and opponents of ballot propositions who post political signs within
the City of Cypress (other than those which conform with the regulations of the
Cypress City Code relating to commercial signs), as soon as reasonably practical
after having been made aware of such posting.
PASSED AND ADOPTED by the City Council of the City of Cypress at a regular
meeting held on the 3th day of August 1983.
