RESOLUTION NO. 1655
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CYPRESS REQUESTING SUPPORT FROM THE ORANGE COUNTY
BOARD OF SUPERVISORS AND OTHER CITIES IN ORANGE
COUNTY AFFECTED BY THE RECENT FIRE INSURANCE RATING
FOR A GRAND JURY INVESTIGATION OF THE FIRE INSURANCE
RATING PROCEDURES.
WHEREAS, on August 18, 1970, a request from the Orange County Fire
Marshal's Office was made to the Insurance Service Office of California
for a reevaluation of the fire protection classification of 6, applied
in Cypress and other Orange County communities; and
WHEREAS, this request was made because there had been substantial
improvement in the quality of fire protection service, better water
distribution and Orange County had not had a reevaluation since 1966; and
WHEREAS, following this written request, several verbal requests from
the Fire Marshal's Office were made to the I.S.O. to initiate this study;
and
WHEREAS, on February 1974, I.S.O. began its reevaluation study to
determine if Cypress and other Orange County communities warranted a
reduction in their fire protection rating; and
WHEREAS, this study was completed in September 1974; and
WHEREAS, the Cypress City Council felt that this was an unreasonable
lengthy period of time, which cost taxpayers in the community hundreds
of dollars from 1970 through 1974; and
WHEREAS, the I.S.O. continued to delay the release of a new fire
rating for the Orange County fire service area; and
WHEREAS, in January 1975, the Cypress City Council adopted a
strongly -worded resolution calling for an immediate release of the
reduced fire classification; and
WHEREAS, immediately following this action, the State Manager of
I.S.O. of California indicated a new lower classification would be
published in approximately six to nine months; and
WHEREAS, the new fire classification of 4 was not officially
published until November 11, 1975; and
WHEREAS, the Cypress City Council was extremely concerned about
the higher fire insurance premiums that its taxpayers have paid over
the years because of the delays of the I.S.O. rating procedures, it
has requested a Grand Jury investigation of this fire insurance rating
procedure.
NOW, THEREFORE, BE IT RESOLVED that the Cypress City Council
requests support from the Orange County Board of Supervisors and
other cities in Orange County affected by the recent fire insurance
rating for a Grand Jury investigation of the fire insurance rating
procedures.
PASSED AND ADOPTED by the City Council of the City of Cypress
at a regular meeting held on the 10th day of November 1975.
