A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
RECOMMENDING THAT THE SOUTHERN CALIFORNIA ASSOCIATION
OF GOVERNMENTS REFRAIN FROM DIRECT COMPETITION WITH
CITIES FOR STATE AND FEDERAL GRANTS.
WHEREAS, the City Council of the City of Cypress was requested to
adopt a Resolution recommending that the Southern California Association
of Governments refrain from competing for state and federal grants; and
WHEREAS, the City of Cypress, as a member agency, recognizes the role
of SCAG as a regional entity and does not object to SCAG being responsible
for activities that concern themselves with the Southern California region,
such as:
1) A-95 Review - acting as the local clearinghouse for member
agencies applying for grant monies;
2) Regional Transportation Planning Agency - coordinating a
regional transportation planning effort;
3) Recipient of SB -325 Funds - as the recipient of these State
Gas Tax funds, SCAG is the dispersing agency; and
WHEREAS, SCAG should continue its policy of seeking federal funds
for regional -wide activities only, and not compete with cities for any
federal grants; and
WHEREAS, this Resolution is intended to remind the Southern California
Association of Governments of their obligations and responsibility for
regional planning and assistance to member agencies and it is this
principle which SCAG was originally established and expected to fulfill
its obligations to its member agencies.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Cypress does hereby recommend that the Southern California Association
of Governments refrain from direct competition with cities for state
and federal grants.
PASSED AND ADOPTED by the City Council of the City of Cypress at a
regular meeting held on the 22nd day of March 1976.
