Resolution No. 1719261 RESOLUTION NO. 1719 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS URGING THE ORANGE COUNTY BOARD OF SUPERVISORS TO GIVE SERIOUS CONSIDERATION TO ONTARIO INTERNATIONAL AIRPORT AS THE SOLUTION TO THE FUTURE AIR TRANSPORTATION NEEDS IN ORANGE COUNTY. WHEREAS, the Southern California Association of Governments Regional Aviation Systems Study has concluded that "the role of Orange County is to be limited to that of short -haul metroport with a continuation of adminis- trative limitations on commercial use of the airport; and WHEREAS, the Orange County Board of Supervisors has stated in Resolution No. 70-96 that "Commercial passenger operations at Orange County Airport.has reached the capacity of existing facilities; and that further increases in the number of jet operations from the Airport could have a severe effect upon the residential environment in areas surrounding the Airport;" and WHEREAS, in addition, the Board of Supervisors has concluded that the Orange County Airport should be maintained and operated as a "short -haul" airport and that this classification should not be changed to permit air carrier service to areas outside the "short -haul" market; and WHEREAS, it is generally recognized that the Orange County Airport cannot, under any circumstances meet the future commercial air transportation needs for Orange County due to existing physical and environmental constraints; and WHEREAS, in addition to the physical and environmental limitations, any further expansion of commercial jet flight operations at the Orange County Airport could aggravate any safety problem which may exist; and WHEREAS, the City of Cypress has concluded that the Ontario International Airport (OAI) provides a reasonable solution to Orange County's need for a regional airport; and WHEREAS, the Orange County Board of Supervisors should be urged to re- consider the feasibility of Wtiligingthe facilities of OIA to meet the future commercial air transportation needs for Orange County and promote a means to provide adequate passenger transportation between Orange County and OIA; and WHEREAS, the Board of Supervisors is on record guaranteeing that the current maximum level of commercial jet flight operations out of Orange County Airport will not be increased and that the Orange County Airport is to continue as a general aviation airport and as a short -haul commercial jet metroport; and WHEREAS, the City of Cypress recognizes that, even if the application for joint use of the Marine Corps Air Station, El Toro and the Naval Air Station, Los Alamitos is to come back negative at this time, there is always the possibility that attitudes may change and approval of joint use at either of these airports could eventually occur. NOW, THEREFORE, BE IT RESOLVED that the City of Cypress strongly urges that the Orange County Board of Supervisors rescind its request to the Secretary of Defense for commercial joint use of the Naval Air Station at Los Alamitos and give immediate and serious consideration to utilizing Ontario International Airport as a solution to Orange County's regional airport needs.
