Resolution No. 163RESOLUTION NO. 163 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS ENDORSING A LEGISLATIVE PROGRAM TO AMEND THE MAYO BREED FORMULA AS PROPOSED IN ASSEMBLY BILL 1320 TO PROVIDE A MINIMUM OF 60 PERCENT OF THE STATE HIGHWAY CONSTRUCTION FUND TO THE SOUTHERN COUNTIES GROUP WHEREAS, the State Highway needs for the Southern Counties group, based on the urgency of traffic demands and the provision of equal Statewide traffic service, are in excess of 60 percent of the State-wide total, and WHEREAS, the existing critical traffic congestion, accidents and fatalities in the Southern area must be immediately allev- iated, and •:WHEREAS, the future economic and sociological growth and development of the 13 Southern Counties is dependent on the construction of an adequate highway and freeway system, and WHEREAS, based on the pertinent indices of population, vehicle registration, and assessed evaluation, the 13 Southern Counties provide in excess of 60 percent of the State-wide highway revenue, and WHEREAS, the antiquated Mayo -Breed Formula allocates only 55 percent of the State-wide Highway and Freeway Construction Funds to the South which curtails the budgeting of urgently needed projects and ftliminates a program of equitable future facilities in this area; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Cypress, endorses a legislative program to amend the Mayo -Breed Formula as proposed in Assembly Bill 1320 to pro- vide a minimum of 60 percent of the State Highway Construction Funds to the South, and requests each elected State Representative in the 13 Southern Counties affected and the Cities of Orange County to actively support such a program, and further, THAT, the City Clerk be directed to forward to the Board of Supervisors of Orange County and the Orange County League of Cities, and each member of the State Legislature, representing Orange County, a copy of this Resolution.
