OF THE CYPRESS CITY COUNCIL
HELD
March 9, 1976
The adjourned regular meeting of the Cypress City Council was called to
order at 7:35 p.m. on Tuesday, March 9, 1976 in the Cypress City Council
Chambers, 5275 Orange Avenue, Cypress, California, Mayor Alice MacLain
presiding.
PRESENT:
ABSENT:
Councilmen Kanel, Lacayo, Sonju and MacLain
Councilman Harvey
Also present were City Manager/City Clerk Darrell Essex, attorney Betsy
Strauss, and the following City staff members: Dunlap, Osborn and Schatzeder.
PLEDGE OF ALLEGIANCE: The pledge to the flag was led by Councilman-elect
Donald Hudson.
CONSIDERATION OF CITY CLERK'S CERTIFICATE OF CANVASS: City Clerk Darrell
Essex presented the certificate outlining the results of the canvass of
the March 2, 1976 municipal election.
It was moved by Councilman Lacayo, seconded by Councilman Kanel and unani-
mously carried to accept the City Clerk's Certificate of Canvass of election
returns of the general municipal election and authorize the Certificate to
be used as an exhibit to the Resolution reciting the fact of the election
returns.
CONSIDERATION OF RESOLUTION RECITING THE FACT OF THE GENERAL MUNICIPAL
ELECTION: The City Clerk presented a resolution declaring the results of
the March 2, 1976 election.
It was moved by Councilman Lacayo and seconded by Councilman Kanel to adopt
the following Resolution by title only, title as follows:
RESOLUTION NO. 1699
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS,
CALIFORNIA, RECITING THE FACT OF TEE GENERAL MUNICIPAl
ELECTION HELD IN SAID CITY OF CYPRESS ON THE 2ND DAY
OF MARCH, 1976, DECLARING THE RESULT THEREOF AND SUCH
OTHER MATTERS AS ARE PROVIDED BY THE PROVISIONS OF THE
CHARTER OF THE CITY OF CYPRESS.
The motion unanimously carried by the following roll call vote:
AYES: 4 COUNCILMEN: Kanel,
NOES: 0 COUNCILMEN: None
ABSENT: 1 COUNCILMEN: Harvey
Lacayo, Sonju and MacLaJn
In accordance with Section 6 of the above Resolution No. 1699, the following
is a statement of the results of said election:
1. The whole number of votes cast in the City was 3,~27.
The names of the persons voted for at said election for the
position of member of the City Council of the City of Cypress
are as follows:

Vickie M. Evans

The number of votes given at each precinct and the nt~nber of
votes given in the City to each of such persons above named for
the position of member of the City Council are as follows:

Elected as members of the City Council for a full tez~ of four years were:

At this time Mayor MacLain presented a cormnunity service plaque to Councilman
John Kanel in recognition of his twelve years of service on the Cypress City
Council. She also presented him with a silver gavel. Councilman Kanel
thanked the Council members for the awards and expressed his appreciation
to his fellow Councilmen over the years, the present Council members, members
of the City staff and the community.
ADMINISTRATION OF OATH OF OFFICE TO NEW COUNCIL MEMBERS: The City Clerk
administered the oath of office to Alice MacLain and Donald Hudson.
CONSIDERATION OF CITY COUNCIL REORGANIZATION: At this time, the City Clerk
assumed Chairmanship of the meeting and, pursuant to the State Code, declared
the positions of Mayor and Mayor Pro Tem vacant. He asked for nominations
for Mayor.
Councilwoman MacLain nominated Councilwoman Sonju as Mayor.
Councilman Hudson nominated Councilman Lacayo as Mayor.
It was moved by Councilwoman MacLain, seconded by Councilman Lacayo and
unanimously carried to close nominations for Mayor.
The motion to elect Councilwoman Sonju failed by the followinq roll call vote:
AYES: 2 COUNCILMEN: MacLain and Sonju
NOES: 2 COUNCILMEN: Hudson and Lacayo
ABSENT: 1 COUNCILMEN: Harvey
The motion to elect Councilman Lacayo failed by the following roll call vote:
AYES: 2 COUNCILMEN: Hudson and Lacayo
NOES: 2 COUNCILMEN: MacLain and Sonju
ABSENT: 1 COUNCILMEN: Harvey
It was moved by Councilman Lacayo, seconded by Councilman Hudson and unani-
mously carried to reopen nominations for Mayor.
Councilman Hudson nominated Councilwoman MacLain as Mayor.
The motion carried by the following roll call vote:
AYES: 2 COUNCILMEN: Hudson and MacLain
NOES: 1 COUNCILMEN: Sonju
ABSENT: 1 COUNCILMEN: Harvey
ABSTAINING: 1 COUNCII~4EN: Lacayo
Mayor MacLain assumed the Chair and declared the office of Mayor Pro Tem open.
Councilman Lacayo nominated Councilman Hudson as Mayor Pro Tem.
Councilwoman Sonju nominated Councilman Lacayo as Mayor Pro Tem.
Lacayo declined the nomination.

mously carried to close nominations for Mayor Pro Tem and the motion to elect
Councilman Hudson as Mayor Pro Tem carried by the following roll call vote:
AYES: 3 COUNCILMEN: Hudson, Lacayo and MacLain
NOES: 1 COUNCILMEN: Sonju
ABSENT: 1 COUNCII/4EN: Harvey
ADJOURNMENT: It was moved by Councilman Lacayo, seconded by Councilwoman
Sonju and unanimously carried to adjourn the meeting at 7:55 p.m.
