Resolution No. 37RESOLUTION NO. 22 A RESOLUTION OF THE CITY OF CYPRESS, CALIFORNIA, RELATING TO THE LOCAL CIVIL DEFENSE AND DISASTER ORGANIZATION. WHEREAS, Ordinance No. 31 of the City of Cypress relating to civil defense and disaster provides that the civil defense and disaster organization, the distribution of civil defense powers and duties, the assignment of functions and services and the re- cruitment, direction and training of personnel shall be prescribed by resolution adopted concurrently with the adoption of said ordinance; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cypress as follows: SECTION 1. The civil defense and disaster organization of this City shall be as hereinafter more particularly described and as shown on the attached chart, marked "Exhibit A" and entitled, "Local Organization of Civil Defense." Said Exhibit A, including all information shown thereon, is as much a part of this resolution as if the materials and information set forth by said exhibit were all fully described herein. SECTION 2. Division of Operating Services. There is hereby created a division of operating services. For the purposes of civil defense planning and organization, the Chief of each operat- ing service within this division shall be responsible to the director through the assistant director. Within this division, there shall be the following civil defense and disaster services: 1. Fire Service; 2. Law enforcement service, which shall include any plant protection service; 3. Engineering service, which shall include utility service, shelter protection and rescue service; -37- Resolution No. 37 4. Health and medical services, which shall include special weapons defense; and 5. Emergency welfare service, which shall include mass feeding, clothing and shelter. The Director shall appoint a Chief of each such service, except as hereinafter provided. The Chief of the Fire Department of the City of Cypress shall be Chief of the Fire Service. The Chief of Police of the City of Cypress shell be Chief of the law enforce- ment service. The City Engineer of the City of Cypress shall be Chief of the engineering service. SECTION 3. Division of Special Services. There is hereby created a division of special civil defense and disaster services. This division shall be under the direction and control of the Director of Civil Defense. Within this division there shall be the fol- lowing services: 1. Mutual aid plans; 2. Evacuation service; 3. Transportation service; 4. Warden service; 5. Communications service; 6. Supply service; 7. Public affairs and information service; 8. Training service; 9. Personnel service, which shall include the recruitment of civilian auxiliaries to military activities; and 10. General administration service. The Director may appoint a Chief of any such service who shall be responsible to the Director or the Director may be Chief of any or all of these services. The Director may appoint the same person as Chief of two or more services. Any tt.ro or more of the aforementioned services may be combined by the Director. -37A- Resolution No. 37 SECTION u. Legal. The City Attorney shall_ serve as the legal advisor to the Director of civil defense and to the civil defense organization. SECTION 5. American Red Cross. The American Red Cross in the City of Cypress will, in natural disaster, furnish food, clothing, shelter, registration and information service, supplementary medical service when requested, and rehabilitation to individuals and families affected by the disaster. In war -caused disaster, the American Red Cross will furnish only food, clothing and shelter to affected individuals and families. The American Red Cross will provide funds with which to finance all its relief operations during natural disaster. Civil defense financing will be provided by public or private agencies other than the Red Cross for Red Cross functions in war -caused disasters. The Director shall be responsible for arranging, through the Chair- man of the local Red Cross chapter, for the participation of the Red Cross in civil defense as a part of the mass care service in case of war -caused disaster, and for the relationship between the Red Cross and the civil defense organization in case of natural disaster. SECTION 6. Dities. The civil defense and disaster duties of the Chiefs of operating services and special services shall be as described in "United States Civil Defense," National Security Resources Board. Document 128, dated September 8, 1950, conies of which shall be filed in the office of the City Clerk for use and examination by the public. Such duties as described in "United States Civil Defense" may be changed from time to time by the Director by written administrative orders, particularly for the purpose of conforming to recommendations of the State Director of Civil Defense or subsequent modifications recommended by the -37B- Resolution No. 37 Federal Civil Defense Administrator.
