MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CYPRESS CITY COUNCIL HELD November 16, ]976 The ad4ourned regular meeting of the Cypress City Council was called to order at 7:20 p.m. on Tuesday, November ].6, 1976 in the administrative conference room, 5275 Orange Avenue, Cypress, California, Mayor Alice MacLain presiding. PRESENT: ABSENT: Councilmen Hudson, Lacayo, Sonju & Machain Councilman Harvey Mayor MacLain reviewed the priorities which the City Council had discussed at the previous policy meeting and indicated that the priorities were as follows: (1) organization and employee relations, (2) communications, (3) community develoT~- ment, (4) finance, and (5) inter-governmental relations. The City Council agreed with this listing of priorities and, there- fore, the meetings will be scheduled utilizing these priorities. The City Council proceeded to discuss the area of public rela- tions with the consensus of the Council being that the public relations efforts should be coordinated by the City Manager's office without employing a public relations specialist at this time. The Council suggested that the Community Advocate be approached to determine whether or not they would be willing to consider preparing the City newsletter on a contractual arrangement with the City and the Council requested that the results of this discussion with representatives of the Community Advocate be reviewed with the City Council at a later date. COUNCILMAN HARVEY ARRIVED AT 8:1~ P.M. Following a general discussion on tax reform efforts, it was moved by Councilman Lacayo, seconded by Councilwoman Sonju and unanimously carried that the Mayor send a short note to the Orange County Transit District as a reminder to be concerned over the taxpayer dollars that they are spending. The City Manager reviewed several alternatives of reorgan[za~i©n involving the Administration, Planning and Zoning, and Public Works Departments. The City Manager indicated his intention to assign additional administrative responsibilities to both the Planning Director and to the Assistant to the City Manager/ Employee Relations and thereby avoiding the employment of a lull-time assistant city manager to replace Mr. Dunlap. As a part of the planning reorganization, the City Manager suggested that the current Planner position be reclassified to an Assistant Planner which will allow for the employment of a person with more experience than a Planning Aide. The City Council requested that this item be placed on the next regular agenda. In terms of the administration reorganization, Councilwoman Sonju requested comparative information on the budgete~ existing, and proposed positions in the City Manager's department. It was agreed that this information, along with the City Manager's recommendations on salaries, be submitted for City Council review during the executive session to be held on management salaries. The City Council requested the City Manager to investigate the City Council training programs that have been conducted in the Cities of Costa Mesa and Laguna Beach in order to determine which program might be more appropriate for the City Council. City Council Minutes November 16, 1976 The City Manager briefly reviewed the Team training program that he was in the process of developing in conjunction with recent employee goals questionnaire. EXECUTIVE SESSION: At the request of the City Manager, the City Council recessed for an executive session to discuss matters of personnel at 9:45 p.m. The meeting was called back to order at 9:58 p.m. with all Councilmen present.
