Resolution No. 11471i RESOLUTION NO. 1147 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS REGARDING FEDERAL REVENUE SHARING. WHEREAS, city and county governments throughout the State of California are facing one of the most severe revenue gaps in history; and WHEREAS, local governments have virtually exhausted the local resources and have been forced to rely far too heavily upon local property taxes to finance their operations; and WHEREAS, the federal government has access to the moat viable and productive tax source -- the federal income tax; and WHEREAS, there is a substantial need for the reallocation and redistribution of these federal revenues in the form of a meaningful and effective revenue sharing program; and WHEREAS, this program should be initiated to assist local governments in meeting major urban problems and reducing the revenue expenditure gap. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cypress that the Congress of the United States give early consideration to develop a meaningful revenue sharing program to assist state and local governments in meeting their service obligations and fiscal needs.
