Minutes 76-11-23MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CYPRESS CITY COUNCIL HELD November 29, 1976 The adjourned regular meeting of the Cypress City Council was called to order at 7:10 p.m. on Tuesday, November 23, 1976 in the administrative conference room, 5275 Orange Avenue, Cypress, California, Mayor Alice MacLain presiding. PRESENT: ABSENT: Councilmen Hudson, Lacayo & MacLain Councilmen Harvey & Sonju The subject of discussion for the meeting was the policy area of communications. COUNCILWOMAN SONJU ARRIVED AT 7:15 P.M. Following a discussion reearding the joint City Council/Commission meetings, it was the consensus of the City Council to conduct joint meetings with the Commissions on a semi-annual basis on Saturdays, combining Commission groups if possible with an agenda prepared by the staff obtaining items for the meeting by polling the City Council and Commission members two weeks prior to the scheduled meeting. Following a brief discussion on the continued need for the Industrial/Commercial Development Commission and the possibility of consolidating the Arts and Cultural Commission with the Recreation and Park Commission, it was suggested that these items be deferred for further discussion at a regularly scheduled City Council meeting. Following a general discussion regarding relationships between the City Council and the City Commissions including the advan- tages and disadvantages of City Council members attending Com- mission meetings, it was the City Council consensus that the City Manager prepare a policy statement which would include the following guidelines for Council/Commission relationships: (1) the Commission Chairman and Commission members provide a fair opportunity for all public speakers on Commission issues and avoid offensive attitudes towards the public participation at the Commission meetings, (2) the Commissioners should attend meetings on a regular basis and participate constructively during the meetings, and (3) Commissioners shall not use their position on the Commission to further personal aims. The Council also agreed that personal contact between Commissioners and Councilmen regarding either Commission or Council agenda items should be prohibited. Following a discussion on relationships between the City Council and staff, it was the consensus of the Council that a Council request for information or for investigation of problems be referred to the City Manager's office and that the Council be provided with a memorandum or a copy of the information provided for individual Council requests which would be of interest to the entire City Council. In terms of the City Council's staff assistance, it was agreed that the Mayor would utilize the Deputy City Clerk and the remaining members of the City Council would utilize the City Manager's secretary for secretarial needs. The City Council also agreed that similar procedures should be developed for members of the Commissions and that any problems that develop in relationships between the staff and Commission members should be brought to the attention of the Mayor who would attempt to resolve the problem with the Commissioner and advise the City Council as to the extent of the problem and the action City Council Minutes November 23~ 1976 proposed to be taken and requesting City Council suggestions as to the disposition of each problem. Councilwoman Sonju expressed concern that she received invi- tations to club activities too late to attend them and she requested that her mail from community organizations be opened and that she be notified immediately of invitations to activi- ties. Councilman Lacayo suggested that each Councilman advise staff how they want their mail handled. At the request of Chief Duke, it was moved by Councilman Lacayo, seconded by Councilman Hudson and unanimously carried to request the staff to prepare resolutions of commendation for the TACT Team and La Palma Police Department. At the City Manager's request, the Mayor added an item to the agenda regarding the extension of the lease agreement with Pop Warner Football for the concession stand at Oak Knoll Park. It was moved by Councilman Lacayo, seconded by Mayor MacLain and carried, with Councilman Hudson abstaining, to approve an extension of the lease agreement with Pop Warner Football for the concession stand at Oak Knoll Park.
