A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CYPRESS OPPOSING SENATE BILL NO. 333 REQUIRING
COMPULSORY AND BINDING ARBITRATION FOR POLICE
AND FIRE EMPLOYEES,
WHEREAS, The Cypress City Council has reviewed the provisions of Senate
Bill No. 333, which provides for compulsory and binding arbitration of wages,
hours and other conditions of employment for police officers and firemen,
and removes these employees from the provisions of the Meyers-Milias-Brown
Act; and
WHEREAS, The Cypress City Council, as elected representatives of the City,
feelsstrongly that the operation of a City is the responsibility of the duly
elected officials and that any delegation of this responsibility to a disin-
terested third party represents a drastic change in our elected representative
form of government; and
WHEREAS, Senate Bill No. 333 would destroy the good faith "meet and confer"
sessions as required by the Meyers-Milias-Brown Act, since the employees'
organizations need not pursue employer-employee negotiations and an impasse
would automatically require compulsory arbitration; and
WHEREAS, Salaries and benefits fox police officers and firemen represent
a substantial portion of each city's budget which is directly related to the
overall City tax rate, and could be determined under the provisions of Senate
Bill No. 333 by non -elected, non-responsive private individuals without re-
course or review by the people; and
WHEREAS, Compulsory and binding arbitration has been rejected by private
labor and industry since it serves as a substitute for good faith negotiation.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Cypress
strongly opposes the enactment of Senate Bill No. 333 and urges all members of
the State Legislature to vigorously oppose this measure.

meeting held on the 12th day of April, 1971,
