OF THE CYPRESS CITY COUNCIL
HELD
March 29, 1977
The adjourned regular meeting of the Cypress City Council was
called to order at 7:10 p.m. on Tuesday, March 29, 1977 in
the administrative conference room of the Cypress City Hall,
5275 Orange Avenue, Cypress, California, Mayor Pro Tem Donald
Hudson presiding.

Councilwomen Sonju and MacLain
The City Manager transmitted budget information to the Council
which outlined all department programs showing the 1976-77
estimated expenditures, the 1977-78 budget requests, and the
corresponding dollar and percentage difference. Staff stated
these figures reflected the inflation factors. The 1977-78
department requests as shown were not all reviewed by the
City Manager. Also included were explanations of programs
which exceeded a ten percent increase.
COUNCILWOMAN SONJU ARRIVED AT 7:11 P.M.
The City Manager reported he was in the process of reviewing
the departmental budget requests and this should be completed
by next week. The Finance Officer reported that an accounting
adjustment, suggested by the City auditor, would be made
where the accounting period will be brought up to June 30
rather than June 15. This will increase the number of annual
pay periods from 26 to 27 1/2 with a one-time cost impact
of $100,000 to $150,000.
MAYOR MACLAIN ARRIVED AT 7:23 P.M.
The City Manager indicated that the previous goal of the City
Council has been to reach a $600,000 reserve. Staff estimated
the reserve at June 30, 1977 would be about $400,000. The
Council held general discussion regarding the budget programs
and inquired about means to reduce costs. The Council requested
additional information regarding revenue sources and expendi-
ture sources, an analysis of the Chamber of Commerce support
expenditures, cost of the Cypress College parking enforcement
program and possibility of additional funding from the College,
and of the Race Track admissions tax. The Council requested
that staff prepare a report for the next workshop meeting
showing the new 1977-78 budget amounts after the City Manager's
review of department programs. They asked that the report
highlight those programs for which there are off-setting
EXECUTIVE SESSION: Mayor MacLain called an Executive Session
at 9:00 p.m. for matters of litigation. The meeting was called
back to order at 9:32 p.m. with all Councilmen present.
It was moved by Councilwoman Sonju, seconded by Councilman
Harvey and unanimously carried to direct the City Attorney
to investigate the Lakewood project.

In regard to the neighborhood meetings to be held on the parking
ban on street sweeping days proposal, the Council decided to
schedule the first meeting for April 20 at Cawthon School and
the second for April 28 at Patton Elementary School, from 7:30
p.m. to 9:00 p.m. The Council asked that staff distribute
individual notices of the meeting to residents in the two areas
(south part of the City and Tanglewood development). They also
asked that a visual presentation be made including the results
of the survey in the test area.
In regard to the Planning Commission upcoming vacancy, the
Council continued this matter to the April 11 meeting and
requested that the City Manager contact Mr. Scott Adler re-
garding his willingness to serve on the Commission.

It was moved by Councilman Harvey, seconded by Councilwoman
Sonju and unanimously carried to adjourn the meeting at 9:45 p.m.
